Thompson, Jerri Martin, Xen Sloan, <br />Lanny Cravy, Ji~ Baugh, Tracy Schiemenz <br /> <br />The Mayor called the meeting to order at 7:30 p.m. <br /> <br />Mr. Yarbrough gave the Invocation. <br /> <br />The Minutes of December 13, 1971 were approved as presented, on <br />motion of Dr. Tauch and second of Mr. Flores. <br /> <br />The Mayor introduced an ordinance and read the following caption: <br /> <br />I <br /> <br />AN ORDINANCE CREATING THE PARKS AND RECREATION BOARD; <br />DEFINING ITS MEMBERSHIP, PURPOSES AND FUNCTIONS; RE- <br />PEALING ALL ORDINANCES IN CONFLICT WITH THIS ORDINANCE; <br />AND ESTABLISHING AN EFFECTfVE DATE <br /> <br />Mr. King moved approval of the ordinance on first reading. Mr. <br />DeLa Rosa seconded the motion. Mr. King asked about the membership <br />of the existing board. The City Manager said the ordinance pro- <br />vided for rotation of membership. The Mayor suggested that the <br />present members be contacted to see if they wished to continue serving. <br />On roll call, the motion passed unanimously. <br /> <br />Mr. Yarbrough proposed the name of Mrs. Peggy Byas for consideration <br />wh~n the Parks and Recreation Board is appointed in accordance with <br />provisions of the ordinance. He stated she had been recommended <br />by the Dunbar Neighborhood Council. <br /> <br />The Mayor introduced a Resolution and read the following caption: <br /> <br />A RESOLUTION ACCEPTING THE DESIGNATION OF THE SAN MARCOS <br />PUBLIC LIBRARY AS A COMMUNITY LIBRARY UNDER THE LIBRARY <br />SYSTEMS ACT OF 1969 <br /> <br />I <br /> <br />Mrs. Emery moved approval of the Resolution. Mr. King seconded <br />the motion. The benefits to be derived from the designation of <br />the San Marcos Library as a Community Library were discussed. On <br />roll call, the Resolution was approved unanimously. <br /> <br />The Mayor introduced for consideration an Agreement with the Texas <br />Department of Mental Health and Mental Retardation for provision of <br />office space for the newly-inaugurated Scheilh Opportunity Center. <br />Under the pro~osed Agreement, the City would provide a maximum of <br />$25 a month for utilities for the Center. In the discussion, the <br />City ~anager referred to a statement distributed to the Council, <br />outlining the scope of services being offered by Scheib Center. <br />
