Aguirre, Jerri Martin, Lanny Cravy, <br />Ismael Gil, Don Trapagnier, Dottie Sims <br /> <br />The Mayor called ~he meeting to order at 7:30 p.m. <br /> <br />Councilman King gave the Invocation. <br /> <br />The Minutes, of August 9, 1971 were approved as presented, on <br />motion of Mr. Flores, and second of Mr. Etheredge. The Minutes <br />of Special Meetings of August 11,13 & 16, 1971, were approved as <br />presented, with Councilman King abstaining because he was absent <br />from the meetings. <br /> <br />I <br /> <br />The Mayor opened a public hearing ana request for change of <br />zoning from -R-1" (single-family residential) to PC" (commercial) <br />on property owned by Nick Lara at 1521 West Hopkins Street, <br />described as: <br /> <br />lots 5,6 & 7, Blk. ~, ~.H. Combs Subdivision. <br /> <br />Mr,. Lara said Planning & Zoning Commission ,had turned down his <br />initial request .for a change of zoning, after a public 'hearing <br />which he did not attend. He wished to know why it was denied. <br /> <br />The Mayor read aloud the reasons for the Commission's action, as <br />forwarded in a letter to the Council. The chief reason was that <br />it would constitute "spot zoning", 'and would not be consistent <br />with the Comprehensive Plan. It was brought out in the discussion <br />that Mr. Lara has operated a carpet service for many years under <br />a "non-conforming use", provided by the Zoning Ordinance. He now <br />wishes to put some mobile homes on the property, which would con- <br />stitute a violation. Dr. Tauch expressed, the' opinion that the <br />matter should be returned to the Planning: & Zoning' Commission with <br />a request that a study be made of the feasibility of rezoning a <br />larger area around Mr. lara" a pro'perty to commercial use. <br /> <br />I <br /> <br />There being no further comment, the Mayor declared 'the hearing <br />closed. <br /> <br />The Mayor opened a public hearing on a request from the Planning <br />& Zoning Commission that eight tracts of land out of the T.J. <br />Chambers Survey be rel<oned from "R~l" (residential) to "D" <br />(multi-family).
