30 REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AUGUST 26, 1974 Present: Mayor Emmie Craddock Councilmen Ted Breihan Bill Dibrell Luciano H. Flores John Hansen Kenneth E. Sutton I City Manager City Attorney Deputy City Secretary Director, Finance Director, Public Works James B. Baugh Tom Akins Linda McGehee Earl T. Williams William Friedrich Absent: Councilman City Secretary William L. Cunningham Doriss Hambrick Also Present: Shirley Wickersham, Rowe Ray, Mr. & Mrs. C.D. Marshall, Warren Leddick, Susan Fritsche, Jerry Hennenkamp, Frank Arredondo, Don King, Jerri Martin, Terry Roberts, Melissa Millecam, Mrs. Ada Burke, Mrs. Florene Oatman, Mike McKinster, and others. The Mayor called the meeting to order at 7:30 PM. I Mayor Craddock read a Proclamation which proclaimed August 31 - September 1 and 2, 1974, as "Jerry Lewis Muscular Dystrophy Telethon Weekend." The Minutes of the Regular Meeting held August 12, 1974, were approved on motion of Mr, Breihan. Mr. Hansen seconded the motion. Mayor Craddock presented the Mayor's Beautification Award to Mr. Mike McKinster of Discovery Records. Mayor Craddock opened a Public Hearing to consider an ordinance amend- ing Chapter 18 of the Code of Ordinances of the City of San Marcos by repealing Section 18-1 and substituting a new section entitled 18-1 "Closing Public Parks between Certain Hours with Enumerated Exceptions Thereto." There were no objections to this ordinance. The Mayor closed the Public Hearing and read the caption of an ordinance as follows: AN ORDINANCE OF THE CITY OF SAN MARCOS, TEXAS, AMENDING CHAPTER 18 OF THE CODE OF ORDINANCES OF SAID CITY, ENTITLED "PARKS AND RECREATION," BY REPEALING SECTION 18-1 AND SUBSTITUTING IN ITS STEAD A NEW SECTION ENTITLED 18-1 "CLOSING PUBLIC PARKS BETWEEN CERTAIN HOURS WITH ENU- MERATED EXCEPTIONS THERETO." I Mr, Sutton moved the ordinance be approved. Mr. Breihan seconded the motion which passed unanimously. The Mayor declared the motion passed and the ordinance approved on first reading. Mayor Craddock opened a Public Hearing to consider an ordinance amending Chapter 18 of the Code of Ordinances of said City by enacting a new section numbered 18-2 entitled "Prohibiting Disruptive Conduct, etc." Mr. Warren Leddick spoke in favor of the ordinance. There were no objections. The Mayor closed the hearing and read the caption of an ordinance as follows: AN ORDINANCE OF THE CITY OF SAN MARCOS, TEXAS, AMENDING CHAPTER 18 OF THE CODE OF ORDINANCES OF SAID CITY ENTITLED "PARKS AND RECREATION," BY ENACTING A NEW SECTION NUMBERED 18-2 ENTITLED "PROHIBITING DISRUPTIVE CONDUCT, ETC."
