Marshall; Melissa Milleeam; <br />Terry Roberts; Jeri Martin; Rowe Ray; and others. <br /> <br />The Mayor called the meeting to order at 7:30 p.m. <br /> <br />Mayor Craddock issued two proclamations; the first designating September 15-2l <br />as "Constitution Week", and the second designating September 12 as "Kenneth <br />Threadgill Day". <br /> <br />I <br /> <br />The Minutes of the Regular Meeting of August 26, 1974, were approved on motion <br />of Councilman Hansen and seeond of Couneilman Sutton, with Councilman Cunningham <br />abstaining. <br /> <br />The Mayor introduced an Ordinance and read the caption as follows: <br /> <br />AN ORDINANCE OF THE CITY OF SAN MARCOS, TEXAS, ADOPTING THE BUDGET FOR THE <br />CITY OF SAN MARCOS, TEXAS, FOR THE FISCAL YEAR BEGINNING ON OCTOBER 1, 1974, <br />AND ENDING ON SEPTEMBER 30, 1975; REVISING THE BUDGET FOR THE PRECEDING <br />FISCAL YEAR ENDING ON SEPTEMBER 30, 1974; LEVYING TAXES FOR THE USE AND <br />SUPPORT OF THE MUNICIPAL GOVERNMENT OF THE CITY OF SAN MARCOS, TEXAS; <br />PROVIDING A SINKING FUND FOR THE RETIREMENT OF THE BONDED DEBT OF SAID CITY; <br />AND DECLARING AN EMERGENCY. <br /> <br />Mr. Sutton moved that the Ordinance be adopted on an emergency basis. Mr. Breihan <br />seconded the motion, which passed unanimously. The Mayor declared the Ordinance <br />Passed, Approved and Adopted. <br /> <br />I <br /> <br />Mayor Craddock opened a Public Hearing to consider a request for a change of <br />zoning of Block 1, Northeast part of Lot 18 and all of Lot 19 in the Forest <br />Hills Addition from "R-l" to "D". The app;licant, W.H. Hamilton, was present <br />to request the change and represented by attorney Thomas Harwood. Charles Suckle <br />and Pat Norwood, adjacent property owners, were present to objeet to the change. <br />Jo Weatherford, representing the Planning and Zoning Commission, reported that <br />her Commission had recommended denial of the ehange to "D" and had instituted <br />rezoning procedures to change the designation to "R-2". Mrs. Weatherford stated <br />that the Commission had been eoncerned with lack of space for adequate parking <br />for a multifamily structure other than a duplex as well as aeess to the property. <br />The Mayor closed the hearing and read the caption of an ordinanee as follows: <br /> <br />AN ORDINANCE AMENDING SECTION 3 OF THAT ORDINANCE WHICH REGULATES AND <br />RESTRICTS THE LOCATION AND USE OF BUILDINGS, STRUCTURES AND LAND, DATED <br />MAY 23, 1966 (VOL. 32) BY CHANGING THE ZONING OF BLOCK 1, NORTHEAST PART <br />OF LOT 18 AND ALL OF 19 IN THE FOREST HILLS ADDITION LOCATED AT 202 <br />WALNUT AND 918 NORTH L.B.J. FROM "R-l" (SINGLE FAMILY RESIDENTIAL) TO <br />"D" (MULTIFAMILY). <br />
