<br />91 <br /> <br />SPECIAL MEETING OF THE CITY COUNCIL OF THE <br />CITY OF SAN MARCOS, TEXAS, AUGUST 18, 1975 <br /> <br />Present: <br /> <br />Mayor <br /> <br />Emmie Craddock <br /> <br />Councilmen <br /> <br />Frank T. Arredondo <br />Ted Breihan <br />Bill Dibrell <br />Luciano H. Flores <br />John Hansen <br />Kenneth E. Sutton <br /> <br />I <br /> <br />City Manager <br />City Attorney <br />City Secretary <br />Director of Public Works <br /> <br />James B. Baugh <br />Tom Akins <br />Doriss Hambrick <br />William T. Friedrich <br /> <br />Also present: Frances Emery; A.H. Dawson; Allen Colwick; Buhl Peevey; Charlie <br />Rogers; Roy Porter; Jim Alvis; Bob Derrick; James Byrn; Albert <br />Sierra; Albert Armstead; David Ybarra; Mr. & Mrs. Bruce Conway; <br />Larry Liemann; Terry Roberts; Melissa Millecam; Jim Witt; and others. <br /> <br />The Mayor called the meeting to order at 7:30 p.m. <br /> <br />Mr. Hansen moved to untable the appoint of one member to the Housing Authority <br />Board. Mr. Suttonaeconded'the motion, which passed unanimously. Mayor Craddock <br />reminded the Council that Amanda Gar~a and Carol Burton had been nominated. <br />Mr. Breihan stated his feeling that Mr. Burton should be appointed because the <br />Board needed business men and women to make the decisions and plans required of <br />the Board. Mr. Arredondo pointed out that Mr. Burton was presently serving on <br />another city committee, and stated that he felt the Council needed to accept the <br />services of new people, particularly women and minorities. Mr. Sutton said he <br />felt Miss Garza would not be a wise appointment since she was employed by the County. <br />The City Attorney advised he felt Miss Garza's employment constituted no conflict <br />of interest. On roll call, the Council voted as follows: <br /> <br />I <br /> <br />BURTON: <br />GARZA: <br /> <br />Breihan, Dibrell, Craddock, Sutton <br />Arredondo, Flores, Hansen. <br /> <br />The Mayor declared Mr. Burton appointed to the Housing Authority Board. <br /> <br />Mr. Dibrell moved the reappointment of Dr. Nilon Tallant as City Health Officer. <br />Mr. Breihan seconded the motion, which passed unanimously. <br /> <br />I <br /> <br />Mayor Craddock introduced for consideration design concepts for the Community <br />Development Willow Creek project. Present to discuss flood control paIns for <br />the area were A.H. Dawson, chairman of the Upper San Marcos Watershed Reclamation <br />and Flood Control District, and Allen Colwick, Buhl Peevey, Charlie Rogers and <br />others from the Soil Conservation Service. The Council was told that 801 structures <br />in the City are presently subject to flooding by Purgatory and Willow Sp~ings creeks; <br />that two floodwater retarding structures on Purgatory Creek alone would reduce the <br />number of structures subject to flooding to 21 houses; that retarding structures <br />on both Purgatory and Willow Springs creeks would reduce that number to 4 houses; <br />and finally that retarding structures on both creeks along with Willow Creek channel <br />improvements proposed by SCS would eliminate all flooding. James Byrn, Roy Porter, <br />Jim Alivs and Bob Derrick (representing Byrn/Forest and Cotton) reminded the Council <br />that the program planned under Community Development was not designed for flood <br />control but "vector control" or drainage improvements. Mr. Dawson stated the antici- <br />pated completion date of the retarding structures was within three to five years. <br />The Council was also informed that the Willow Creek channel improvements contemplated <br />under the Community Development Program would not be sufficient to alleviate flooding <br />entirely and that the concrete channel proposed would probably have to be reworked <br />by SCS. Mr. Sutton recommended the Council authorize Willow Creek channel improve- <br />ments to begin as soon as possible and hope they will fit in with later plans formulated <br />by the SCS watershed planning staff.
