Mack M. <br />Morris, rector of St. Mark's Church (Episcopal), gave the Invocation. <br /> <br />The Minutes of the June meetings were approved as presented. <br /> <br />I <br /> <br />The Mayor announced a seminar sponsored by the Texas IAunicipal <br />League in Austin on August 5, and urged all Councilmen to attend. <br />Purpose of the meeting is to acquaint city officials with the <br />Municipal Annexation Act of 1963. The Mayor extended to Councilmen <br />an invitation from the Lower Colorado River Authority to attend its <br />annual luncheon meeting on Lake Austin, July 17. <br /> <br />Alderman Swift read part of a Resolution passed by the City Council <br />of San Marcos in 1940 which pertained to an offer made by LCRA to <br />donate a sum of money equal to taxes from which the Authority is <br />exempt by law. Alderman Swift said he did not know whether this <br />Resolution had been put into effect, and recommended that the City <br />investigate the possibility of accepting the offer. By common <br />consent, the Council approved Alderman Swift's pursuing the matter <br />through consultation with the City Attorney. <br /> <br />I <br /> <br />Alderman Ruiz brought before the Council the latest issue of a news- <br />paper, tiEl Reportero", in which members of the Council were criticized <br />for their handling of a Police Department investigation in 1962. <br />Alderman Ruiz moved "that Mr. Fuller, the City Manager, be instructed <br />to personally contact and talk to the former Chief of Police, William <br />Allbright, and see if he wishes the proceedings of a closed meeting <br />held in April, 1962, be made public, or not. I will abide by his wishes". <br />Alderman Stokes seconded the motion, with a statement that he "would <br />have preferred that we not take cognizance of this paper - it is not <br />worthy of our notice". <br />I~ayor Taylor raised the question of the legality of the present Council's <br />revealing matters brought before an executive session of another Council. <br />He also questioned the propriety of revealing information given by the <br />nineteen witnesses under oath at the investigation. It was explained by <br />Councilmen who participated in the investigation that the witnesses were <br />not promised that their statements would not be made public. Alderman <br />Swift spoke to the question, saying the investigation of the Police <br />Department had taken place when he had been on the Council only a short <br />time: "We were faced with problems which we felt needed a solution.
