Banister, Ronald Mullen, <br />Dr. Hal Pickle, Mr. and Mrs. J.L. Ford, and the <br />Reverend Tommy Ruth Bal I <br /> <br />The Mayor Pro Tem cal led the meeting to order at 7:30 p.m. <br />The Rev. Mrs. Tommy Ruth Bal I, Assembly of God Minister, <br />gave the Invocation. <br /> <br />The Minutes of the January II and January 27, 1965 meetings <br />were approved by common consent, as presented. <br /> <br />Co I. James W. Hill appeared before the Cou nc i I and requested <br />adoption of an "anti-litter" ordinance. Col. Hi I I had provided <br />the Counci I with copies of a sample ordinance. The need for such <br />an ordinance was discussed by the Counci I. Alderman Whittenberg <br />moved that a copy of the ordinance proposed by Col. Hi II be sub- <br />mitted to the City Attorney for study and an approved anti-litter <br />ordinance be brought back to the Counci I for consideration. <br />Alderman Tuttle seconded the motion and on roll call, the fol low- <br />ing vote was recorded: <br /> <br />AYE: <br />NAY; <br /> <br />Pool, Ruiz, Tuttle, Whittenberg <br />None <br /> <br />The Mayor Pro Tem declared the motion carried. <br /> <br />Ronald Mu/ len was recognized by the Mayor Pro Tem. He stated <br />that he and his associate, Dr. Hal Pickle, had appeared before <br />the Planning & Zoning Commission to get approval ofa plan for <br />bui Iding an apartment house on Lot 5 of the G.B. Ezel I Addition. <br />He showed the Counci I a plat of the property in question, and <br />eXplained the difficulty encountered in acquiring additional <br />property for widening Pegues Street to meet the minimum require- <br />ments of a dedicated street. He said he realized the Counci I <br />could not take action at this meeting, but that they wished to <br />nget the feeljng of the Counci I" before proceeding with their <br />plans. He explained that unless their difficulties could be <br />resolved, and they could get approval to start construction <br />within two weeks, the project would have to be delayed another <br />year. The matter was discussed, and the Mayor Pro Tem explain- <br />ed that the Planning & Zoning Commission would have to make a <br />recommendat i on on the p I an before the Counc i I cou I d act. <br />
