RECESSED REGULAR MEETING OF THE
THE C I TV OF SAN MARCOS, TEXAS,

CITY COUNCIL OF
AUGUST 12, 1965

Present:

Mayor

Ell is Serur

Aldermen:

Caesar A. Damon
Joe C. Froh
Wi I I i am C. Poo I
Mark H. Whittenberg

I

City Manager
City Secretary
Asst. City Manager

B.R. Fuller
Dorothy O. Worrel I
Bruce McElroy

Absent:

Alderman

A.G. Tuttle

Visitors:

Mr. and Mrs. Wi I liam Veidt, Mrs. Carolyn
Chandler, Tom Buckner, Rodgers Storey

The Mayor c~I'ed the meeting to order at 5:00 p.m. He stated
he had been working two days informing himself on the back-
ground of the Municipal Airport, and the City's position in
regard to the action taken at the regular meeting August 9,1965.
Mr. Serur said he had brought the results of his findings to
the Counci I, and a prepared statement covering~the conclusion
he had reached, and the course he felt the Counci I should now
pursue. A copy of the Mayor's prepared statement, as read,
and a data sheet, are attached and made a part of the Minutes.

I

Alderm~n Pool moved adoption of the Mayor's recommendation,
as reaa, Alderman Froh seconded the motion. In the discussion
which fol lowed, the Mayor said he felt the Counci I had acted
hastily at the regular meeting Monday night, and he felt the
entire matter should be reconsidered. Alderman Whittenberg
stated he did not bel ieve the improvements authorized August 9th
would cost $8,000, as estimated in the Mayor's statement.
The Mayor insisted they would, and stated the money was not
budgeted. "If we had fol lowed our policy of not taking action
when delegations do not request in advance to be placed on the
Agenda.... we acted without checking with the City Manager to
get all the facts and figures", Mr. Serur said. Alderman
Damon commended the Mayor and the City Manager for getting al I
the information on the airport, to assist the Counci I in its
consideration of the matter. He said he was not on the Council
when the action was passed to improve the airport, and he sti I I
had a question in his mind as to why the 90-day. condition was
made. Alderman Pool said he thought the action unwise at the
t~me, since the City had definite information that the Gary
faci lities would be turned over to the City. The City Manager
reviewed, step by step, the process the City had uti lized to
acquire the air faci lities, explaining some of the delays,
and emphasizing he did not wish to imply criticism of any of
the agencies involved - "it just takes time". On questioning,
he explained what the final steps would be before the faci lities
are actually transferred to the City in the form of a "contract-
ual agreement on a 100% basis". In reference to the wording
of the Mayor's recommendation, now before the Counci I in the
form of a motion, Alderman Froh stated he felt use of the word

I

~
U

~
Q:;
~

,OJ '_
