Mr. James instructed the <br />City Secretary to amend the minutes on Page 3 to reflect that Helen <br />Franks was elected by unanimous vote of the Council to fill the va- <br />cancy on the Senior 'Citizens Advisory Board. Mr. Brown moved to <br />approve the minutes as amended and Mr. Cavazos seconded the motion, <br />which passed unanimously. <br /> <br />Mr. James introduced for consideration the approval of a Resolution, <br />the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING THE SAN MARCOS CITY PERSON- <br />NEL POLICIES ADOPTED MARCH 23, 1981, TO DESIGNATE <br />THE PERSONNEL APPEALS BOARD AS THE APPELLATE BODY <br />FOR PERSONNEL ACTIONS WITH FINAL AUTHORITY OVER <br />THOSE ACTIONS; TO DESIGNATE THE CITY MANAGER AS <br />THE APPOINTING AUTHORITY FOR THE PERSONNEL APPEALS <br />BOARD AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Kreczmer moved to adopt the Resolution and Mr. Cavazos seconded <br />the motion, which passed unanimously. <br /> <br />Mr. James introduced Mr. H. William Beare, Jr. of the Hays County <br />Central Appraisal District and requested him to make his presenta- <br />tion. Mr. Beare advised the Council that the Hays County Central <br />Appraisal District Board of Directors had instructed him to gather <br />names and data for the prospective members of the 1982 Board of <br />Review of the Hays County Central Appraisal District. Mr. Beare <br />requested the Council, as elected officials of Hays County, to sub- <br />mit a list of names to him of qualified prospects for this Board. <br />Mr. James advised him the Council would make a list of names and <br />submit them to him. <br /> <br />Mr. James introduced a petition of the Coers Street neighborhood <br />requesting that their street be paved. Mr. Daniel Devers, a resi- <br />dent of Coers Stree~ made a presentation for the neighborhood. He <br />said with the addition of the four-plexes that are now being built <br />on his street, they anticipated 70-90 cars would be traveling on <br />the street per day. They had been advised in the past that their <br />street would be paved, and it has not been. The Staff submitted <br />a report as well as City Manager Gonzalez advising the Council there <br />were no funds at the present time for the work to be performed. Mr. <br />James advised Mr. Devers and the other Coers Street residents present <br />that there were presently no funds for the paving of their street <br />and that possibly after the bond election, there would be funds for <br />this purpose. <br /> <br />* Mrs. Norris was not present at this meeting. <br /> <br /> <br />
