Call to Order and Announce a Quorum is Present <br />With a quorum present, the Regular Meeting of the San Marcos City Council was called to order <br />by Mayor Susan Narvaiz at 6:00 p.m. on Tuesday, August 17, 2010 in the Council Chambers of <br />the City of San Marcos City Hall, 630 East Hopkins, San Marcos, Texas 78666. <br />3. Presentation and discussion regarding a public communication plan for the downtown <br />SmartCode and provide direction to staff. <br />Matthew Lewis, Assistant Planning Director, stated the goal of the Coding Downtown San <br />Marcos Communications Plan is to facilitate public input, participation and understanding in the <br />creation of a special development code (SmartCode specific to the historic preservation and <br />revitalization of Downtown San Marcos. He outlined for the City Council the objectives, <br />outreach methods, timeline, materials, stakeholders, process and the outcome. The City Council <br />gave direction to change the outcome to educate and received citizen input. <br />
