<br />55. <br /> <br />RESOLUTION NO. 2005- 43 R <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SAN MARCOS, TEXAS, ADOPTING A <br />POLICY FOR PLACEMENT OF ART, MONUMENTS <br />AND STRUCTURES ON CITY PROPERTY; AND <br />DECLARING AN EFFECTIVE DATE. <br /> <br />RECITALS: <br /> <br />1. The Arts Commission has formulated a proposed policy to govern the placement of <br />art, monuments and structures on City property, and has recommended that the policy be adopted <br />by the City Council. <br /> <br />2. The City Council wishes to approve and adopt a policy to govern the placement of art, <br />monuments and structures on City property. <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS: <br /> <br />PART 1. Approval Authority. A. The authority to approve the placement of permanent <br />art, monuments and or structures on City property resides with the City Council. <br /> <br />B. The authority to approve the placement of temporary art on City property resides with <br />the Arts Conunission. <br /> <br />PART 2. Definitions. In this Resolution: <br /> <br />City property means areas of City-owned property frequented by the general public. This <br />includes, but is not limited to parks, boulevards, streets, bridges, and exteriors, foyers, and public <br />meeting rooms of City-owned buildings. <br /> <br />Permanent art means public art that will be on display for a period of one year or more. <br />The art may be on loan to the City or it may be a permanent gift that is given to the City. <br /> <br />Public art means all fornls of original creations of visual art displayed on City property, <br />including, but not limited to: <br />1. Calligraphy and signage <br />2. Crafts - in clay, glass, paper, fiber and textiles, wood, metal, plastics and other <br />materials <br />3. Graphic arts - printmaking and drawing <br />4. Mixed media - any combination of forms and media, including collage and <br />assemblages <br />5. Mosaics - tile and brickwork. <br />6. Painting - all media, including portable and permanently affixed works, such <br />as murals. <br />
