The City Council, in Ordinance 2001-86, amended Section 114.578 of the Zoning <br />Chapter of the City Code to revise regulations pertaining to alcohohc beverage, or "T ABC," <br />specific use permits in the Central Business Area Zoning District. <br /> <br />2. These amendments authorized the issuance of up to 15 new "restricted," or <br />"restaurant" T ABC permits for the on-premise sale of alcoholic beverages in the Central <br />Business Area Zoning District. <br /> <br />3. The Downtown Association has requested that the City Council enact a temporary <br />moratorium on the processing of applications for, and the issuance of "restricted," or "restaurant" <br />T ABC permits in the Central Business Area Zoning District until changes to the regulations can <br />be considered and recommended. <br /> <br />4. The City Council wishes to enact a temporary suspension of the processing of <br />applications for, and the issuance of "restricted," or "restaurant" TABC permits in the Central <br />Business Area Zoning District in response to this request. <br /> <br />BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS: <br /> <br />SECTION 1. The filing and processing of applications for, and the issuance of <br />"restricted," or "restaurant" T ABC permits 111 the Central Business Area Zon111g Distnct is <br />temporarily suspended for the period from the effectlve date of thIS ordinance through March 31, <br />2005. <br /> <br />SECTION 2. During the suspension period, the City staff is directed to work with the <br />Downtown Association and affected citizens and businesses to develop and present to the City <br />Council proposed revisions to the City's current regulations for "restricted," or "restaurant" <br />T ABC permits in the Central Business Area Zoning District, in time for consideration and <br />adoption by the City Council within the suspension period. <br /> <br />SECTION 3. All applications for "restricted," or "restaurant" T ABC permits in the <br />Central Business Area Zoning District that are filed with the City's Planning and Development <br />Services Department before the effective date of this ordinance shall continue to be processed by <br />
