<br />49. <br /> <br />I <br /> <br />RESOLUTION NO. 2006-~ 8 q <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF SAN MARCOS, TEXAS SUPPORTING CONTINUED FY <br />2007 FEDERAL FUNDING FOR THE COMMUNITY <br />DEVELOPMENT BLOCK GRANT PROGRAM; <br />DIRECTING THE CITY CLERK TO DELIVER COPIES OF <br />THIS RESOLUTION TO FEDERAL LEGISLATORS; <br />AUTHORIZING THE MAYOR TO DECLARE MAY 7 - 13 <br />AS COMMUNITY DEVELOPMENT BLOCK GRANT <br />WEEK; AND DECLARING AN EFFECTIVE DATE <br /> <br />RECITALS: <br /> <br />1. WHEREAS, the Community Development Block Grant (CDBG) program <br />was enacted and signed into law by President Gerald Ford as the centerpiece of the <br />Housing and Community Development Act of 1974; and <br /> <br />2. WHEREAS, the CDBG program has as its primary objective "the <br />development of viable urban communities, by providing decent housing and a suitable <br />living environment and expanding economic opportunities, principally for persons of low <br />and moderate income;" and <br /> <br />I <br /> <br />3. WHEREAS, the CDBG program has considerable flexibility to allow <br />communities to carry out activities that are tailored to their unique affordable housing and <br />neighborhood revitalization needs; and <br /> <br />4. WHEREAS, throughout its 32-year history, the CDBG program has been a <br />partnership among the federal, state and local governments, business, and the nonprofit <br />sector which carry out activities that improve the lives and neighborhoods of low and <br />moderate income families; and <br /> <br />5. WHEREAS, the City of San Marcos, Texas has received CDBG funds in the <br />total amount of $8,836,992 since 1994 (the year the City became an entitlement <br />community), and has used these funds to provide projects and activities such as housing <br />rehabilitation, purchase of lots for home construction, and development of neighborhood <br />parks for the benefit of low and moderate income residents of San Marcos; and <br /> <br />6. WHEREAS, the City of San Marcos, Texas will receive $531,284 in Fiscal <br />Year 2006, a cut of approximately 10% from the previous year, to continue projects and <br />activities such as these for the benefit of the low and moderate income residents of San <br />Marcos; and <br /> <br />I <br /> <br />7. WHEREAS, the President's FY 2007 budget proposes to reduce CDBG <br />formula grants by $1 billion, or 25%, compared to Fiscal Year 2006; and <br />
