Rolland Hesalroad, President <br />of Castle Forest Neighborhood Association, stated he was unsure why the Sector Two was on the <br />agenda. He stated all parties agreed to abide by the charrette and hoped the Council would stand <br />by their word. Camille Phillips stated she issued a letter to the editor regarding the adoption of <br />the Sector Two Plan less than two months ago, and would appreciate the Council not reopening <br />the issue. She felt the charrette was a good process and all parties were happy. R. F. Sowell <br />explained there was a settlement reached during the charrette which cost the taxpayer's <br />$5,000.00 plus the time and expense of staff. He stated the Council changed the results of the <br />charrette in favor of Dr. Weatherford and asked the Council to retain the "PDD" conditions. <br />Carol Grimm, resident of Oak Heights Neighborhood, stated she participated in the charrette <br />which had valuable results and would like the Council to honor their decision. Kerstan <br />Copeland, resident of Ramona Circle, doesn't think the Council is listening to the residents and <br />does not want the Council to make any more changes for Dr. Weatherford. Linda Scull, stated <br />the City of San Marcos has a huge parking problem in San Marcos and would like to see this <br />issue addressed. She stated she was towed for parking in a tow-away zone; however, she felt the <br />towing company was rude and too aggressive. She suggested the following recommendations for <br />the City to consider: 1) Remove all towing signs, 2) Post business parking signs and conditions, <br />and 3) Fine, amount, terms and method of payment. She stated she felt this was a monopoly <br />without regulation. Nancy Saucedo agreed there is a parking problem in San Marcos; however, <br />by regulating fees for illegally parked vehicles, it would cause towing companies to increase their <br />fees for individuals who need their service. She stated there has only been a 7% fee increase in <br />towing since 1988 which is a nominal rate increase. Mike Saucedo asked if this would be three <br />readings. William DeSoto, resident of Oak: Heights, stated he supports the original charrette <br />results. <br /> <br />* Mr. Guerra not present at this meeting. <br />
