<br />94 <br /> <br /> <br /> <br />RESOLUTION 1997- 45 R <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, EXPRESSING SUPPORT FOR A CLEAN CITIES 2000 PLAN OF <br />ACTION FOR THE CITY; REQUESTING RECOGNITION OF THE CITY BY <br />THE TEXAS NATURAL RESOURCE CONSERVATION COMMISSION AS <br />A PARTICIPATING MEMBER OF THE CLEAN CITIES 2000 PROGRAM; <br />AND DECLARING AN EFFECTIVE DATE. <br /> <br />.n <br /> <br />RECITALS: <br /> <br />- . 1. The rising cost of operating solid waste systems based on traditional land <br />filling disposal practices is an ongoing concern of the City of San Marcos and entities <br />across the state and nation. <br /> <br />2. There are practical and cost-effective alternative solid waste management <br />techniques available, which if used properly, could enable the City to significantly reduce <br />our reliance on landfilling as the sole means of disposing of solid waste. <br /> <br />3. The Texas Natural Resource Conservation Commission, as a means of <br />encouraging the state's local governments to explore the viability of these alternative <br />management methods, has created the Clean Cities 2000 program. . <br />. <br /> <br />4. The Clean Cities 2000 program is designed to challenge local governments <br />to voluntarily set and monitor their own solid waste reduction/diversion goals through the <br />development of a Clean Cities 2000 Plan of Action which targets 60% reduction in the <br />amount of waste currently being landfilled by the year 2000. <br /> <br />6. A Clean Cities 2000 Plan Action has been developed by the City of San <br />Marcos with achievable goals to reduce the waste stream through residential and <br />community recycling, managing yard waste, composting, used oil collection, waste tire <br />collection, sludge disposal, neighborhood cleanups, and establishing a river habitat <br />~- management plan. <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF SAN MARCOS: <br /> <br />PART. 1. The City supports the solid waste reduction/diversion goals of the San <br />Marcos Plan of Action. <br /> <br />PART 2. The City will make every reasonable effort to attain or surpass the solid <br />waste reduction goals of the Plan of Action. <br /> <br />PART 3. The City hereby requests that TNRCC now officially recognize the City <br />of San Marcos as a participating member of the Clean Cities 2000 Program. <br /> <br />PART 4.
