<br />ORDINANCE NO. 1992 - 68

<br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
<br />OF SAN MARCOS, TEXAS AMENDING THE CITY BUDGET
<br />ORDINANCE FOR THE 1991-1992 FISCAL YEAR TO
<br />PROVIDE FUNDING FOR THE UNIVERSITY DRIVE/LBJ
<br />STREET AND THE ED J. L. GREEN STREET
<br />WASTEWATER LINE REHABILITATION PROJECTS: AND
<br />DECLARING AN EMERGENCY.
<br />
<br />WHEREAS, after publication of notice on July 21, 1991, the City
<br />Council of the City of San Marcos, Texas, held a public hearing on
<br />August 12, 1991, on the budget proposed by the City Manager for said
<br />City for the fiscal year beginning October I, 1991: and,
<br />
<br />WHEREAS, at the public hearing all interested persons were given
<br />an opportunity to be heard for or against any item or the amount of any
<br />item therein contained: and,
<br />
<br />WHEREAS, after this public hearing, the City Council adopted the
<br />budget for the City for the fiscal year beginning October 1, 1991 and
<br />ending on September 30, 1992, on September 9, 1991: and,
<br />
<br />\vHEREAS, this budget set forth itemized estimates of the expense
<br />of conducting the San Marcos municipal government for that fiscal year
<br />and appropriated money for the various funds and purposes of such
<br />estimate: and,
<br />
<br />WHEREAS, in accordance with Section 8.16 of the City Charter of
<br />the City of San Marcos, Texas, the City Council declares that a public
<br />necessity exists which requires amendment of the budget: now,
<br />therefore,
<br />
<br />BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS,
<br />TEXAS:

<br />SECTION

<br />1. That the City Budget Ordinance for the 1991-1992
<br />is hereby amended as set forth in the attached Exhibit A,
<br />provide funding for the University Drive/LBJ Street and Ed
<br />Street Wastewater Line Rehabilitation Projects.
<br />
<br />SECTION 2. That these revisions and reappropriations which shall
<br />be the amended budget for the City of San Marcos, Texas, for the fiscal
<br />year 1991-1992 beginning October 1, 1991 and ending on September 30,
<br />1992, are hereby approved and adopted.
<br />
<br />SECTION 3. That the importance of this Ordinance creates an
<br />emergency and an imperative public necessity so that the provisions of
<br />the Charter requiring that ordinances shall be presented at three
<br />separate meetings and that no ordinance shall become effective until
<br />the expiration of ten (10) days following the date of its final passage
<br />be suspended, and these provisions are hereby suspended, and this
<br />Ordinance shall take effect and be in full force and effect from and
<br />after its adoption and after its publication in a newspaper of general
<br />circulation within the City as provided by the City Charter of the City
<br />of San Marcos.
