RESOLUTION 2013 -69R <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, APPROVING THE ALLOCATION OF COMMUNITY <br />DEVELOPMENT BLOCK GRANT (CDBG) FUNDING FOR THE 2013 <br />CDBG ACTION PLAN AS DETAILED IN THE 2013 CDBG FUNDING <br />SPREADSHEET ATTACHED TO THIS RESOLUTION AS EXHIBT A; <br />AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO ACT AS <br />THE OFFICIAL REPRESENTATIVE OF THE CITY IN MATTERS <br />RELATED TO THE CDBG PROGRAM AND ACTION PLAN AND <br />DECLARING AN EFFECTIVE DATE. <br />RECITALS: <br />1. The U.S. Department of Housing and Urban Development (HUD) has not yet <br />announced the allocation of entitlement funding under the Community Development Block Grant <br />(CDBG) program for entitlement communities for the 2013 Program year. <br />2. Because the City has not received an announcement of the funding allocation, the <br />2013 Action Plan projects are being funded based on the 2012 CDBG Program year allocation in <br />the total amount of $572,577.00. <br />3. The City Council has determined that a fair and equitable method is in place to <br />allow the City to adjust the 2013 Action Plan project funding as necessary when the final funding <br />allocation has been announced by HUD. <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS: <br />PART 1. The projects included in the 2013 CDBG Funding Spreadsheet attached to this <br />Resolution as Exhibit A are approved for inclusion in the 2013 CDBG Action Plan and shall be <br />awarded with funding amounts established based on the 2012 Program Year funding amount of <br />$572,577.00. <br />PART 2. Upon receipt of the announcement of the actual 2013 CDBG program year <br />allocation, City staff is authorized to adjust the funding using the following methodology: <br />A. Calculate the difference between the 2012 and the 2013 program year funding; and <br />B. Using the calculated difference, establish an equal pro -rated amount to be added or <br />subtracted from all 2013 Action Plan projects with the understanding that the Hays <br />Caldwell Women Center's Family Violence Shelter and CASA's Child Advocacy <br />funding will not exceed $25,000.00. <br />1 <br />
