3l MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, MARCH 28, 1983 PRESENT: Mayor Emmie Craddock Council Members Karl vJ. Brown Gerald G. Farr John A. Kreczmer Jaime Moore Tess Norris City Manager A. C. Gonzalez City Secretary Janis K. Womack City Attorney Barbara Jean Edwards Director of Finance Earl Williams Director of Public Works George Boeker City Planner Joe Garza Also Present: Mike Moore, Jerri Martin, Jeff Watkins, Olga Garza, Lunelle Anderson, Betty Kissler, Jane Wilson, John Morrisset, Jack Lindstrom, Allen Efrussi, Bobby Dupree, David Young, Gayle Ross, Jack Curtis, Pat Price, Fred Guerra, Ken Long and others. Mayor Craddock called the meeting to order at 7:30 p.m. Mayor Craddock introduced for consideration approval of the minutes of the Regular Meeting held March 14, 1983. Mrs. Norris moved to ap- prove the minutes and Mr. Brown seconded the motion, which passed unanimously. Mayor Craddock introduced for consideration approval of the minutes of the Special Meeting held at 5:00 p.m. on March 21, 1983. Mr. Brown moved to approve the minutes and Mrs. Norris seconded the motion, which passed unanimously. Mayor Craddock introduced for consideration approval of the minutes of the Special Meeting held at 6:00 p.m. on March 21, 1983. Mr. Farr moved to approve the minutes and Mr. Kreczmer seconded the motion, which passed unanimously. Mayor Craddock introduced for consideration approval of the minutes of the Special Meeting held March 22, 1983. Mr. Kreczmer moved to approve the minutes and Mr. Brown seconded the motion. On roll call the following vote was recorded: AYE: Brown, Farr, Kreczmer, Craddock, Norris. NAY: None. ABSTAIN: Moore. Mayor Craddock introduced for consideration approval of appointments to fill two vacancies on the Zoning Commission. Mrs. Norris moved to place in nomination the names of Bud Walker and Jane Wilson and that they draw lots for terms of the two vacancies of Joel Barnard (October 1985) and Frank Contreras (October 1984) when on the Zoning Commission. Mr. Brown seconded the motion, which passed unanimously. Mayor Craddock introduced a public hearing and consideration of ap- proval of an Ordinance on first reading, the caption which was read as follows:
