11
RESOLUTION 1991-66 R
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SAN MARCOS, TEXAS, OPPOSING SENATE BILL 31
PERTAINING TO STATE SENATORIAL DISTRICTS; AND
DECLARING AN EFFECTIVE DATE.
WHEREAS, the citizens of the City of San Marcos, united with
the people of Hays County, representing a bipartisan, multi-ethnic
and governmental coalition, vigorously oppose the division of Hays
County into two Senatorial districts as proposed in Senate Bill 31,
since it dismembers Hays County and severs the County from a
Central Texas district; and,
WHEREAS, such a division of the 70,000 people of Hays County
will serve to disenfranchise our minority population and will
seriously impair the community of common interests shared by the
cities, towns and people of Hays County; and,
WHEREAS, Hays County leaders, Democrats and Republicans alike,
are on record from the first redistricting hearing in our united
desire to align Hays County with our neighbors in the Capital Area
Planning Council, the Austin MSA, and along the IH-35 corridor,
based upon our long-standing social, economic, environmental,
ethnic, educational and historical interests; and,
WHEREAS, the redistricting plan in Senate Bill 31 will
seriously erode the efforts of Hays County and its municipalities
to unify our communities toward solving our mutual economic, social
and environmental problems; and,
WHEREAS, the City Council of San Marcos, together with
representatives and citizens of Hays county, Hays County Democrats,
Hays county Republicans, LULAC, the NAACP, the American G.I. Forum,
Kyle, Buda, Niederwald, Uhland, Wimberley, Woodcreek, Dripping
Springs, Driftwood, Mountain City, and the City of Hays, speak with
one voice in opposing Senate Bill 31; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS,
TEXAS:
Part 1. That the City of San Marcos is firmly opposed to the
proposed division of Hays County among State Senatorial districts
as contained in Senate Bill 31.
Part 2. That this Resolution shall be in full force and
effect from and after its passage.
ADOPTED this 28th , 1991.
~JJ\ s'~
ayor
~;
ick Hernandez
Ron Hart
Mayor Pro Tem Cou~cil~ember"
ÆtlJ ~?1/;?-¡~~
1!l Kissler Bill Plummer
C nc~er Council Member
( " 'Î!PA6 ~~.~
F ed uerra ,"-.
