<br /> RESOLUTION 1991-66 R
<br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY
<br /> OF SAN MARCOS, TEXAS, OPPOSING SENATE BILL 31
<br /> PERTAINING TO STATE SENATORIAL DISTRICTS; AND
<br /> DECLARING AN EFFECTIVE DATE.
<br />WHEREAS, the citizens of the City of San Marcos, united with
<br />the people of Hays County, representing a bipartisan, multi-ethnic
<br />and governmental coalition, vigorously oppose the division of Hays
<br />County into two Senatorial districts as proposed in Senate Bill 31,
<br />since it dismembers Hays County and severs the County from a
<br />Central Texas district; and,
<br />WHEREAS, such a division of the 70,000 people of Hays County
<br />will serve to disenfranchise our minority population and will
<br />seriously impair the community of common interests shared by the
<br />cities, towns and people of Hays County; and,
<br /> WHEREAS, Hays County leaders, Democrats and Republicans alike,
<br />are on record from the first redistricting hearing in our united
<br />desire to align Hays County with our neighbors in the Capital Area
<br />Planning Council, the Austin MSA, and along the IH-35 corridor,
<br />based upon our long-standing social, economic, environmental,
<br />ethnic, educational and historical interests; and,
<br /> WHEREAS, the redistricting plan in Senate Bill 31 will
<br />seriously erode the efforts of Hays County and its municipalities
<br />to unify our communities toward solving our mutual economic, social
<br />and environmental problems; and,
<br /> WHEREAS, the City Council of San Marcos, together with
<br />representatives and citizens of Hays county, Hays County Democrats,
<br />Hays county Republicans, LULAC, the NAACP, the American G.I. Forum,
<br />Kyle, Buda, Niederwald, Uhland, Wimberley, Woodcreek, Dripping
<br />Springs, Driftwood, Mountain City, and the City of Hays, speak with
<br />one voice in opposing Senate Bill 31; now, therefore,
<br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS,
<br />TEXAS:
<br /> Part 1. That the City of San Marcos is firmly opposed to the
<br />proposed division of Hays County among State Senatorial districts
<br />as contained in Senate Bill 31.
<br /> Part 2. That this Resolution shall be in full force and
<br />effect from and after its passage.
<br /> ADOPTED this 28th , 1991.
