Chapman <br /> Director of Finance Earl Williams <br /> Director of Public Works George Boeker <br /> City Planner Joe Garza <br /> Also Present: Jerri Martin, Lee Head, George Human, Bill Harrison, <br /> Rick Fisher, Augustin Lucio, Bryan Hoot, Chester Witte, Shirley Wicker- <br /> sham, Jim Byrn, Patrick Miller, Sharon Miller, Jake Krauskopf, Jim <br /> Gandy, Lupe Carbajahl, Olga Garza, Kim Dallefeld, Clarence Miller <br /> and others. <br /> Mayor Craddock called the meeting to order at 7:00 p.m. <br /> Mayor Craddock introduced for consideration an Ordinance on second <br /> reading which was read in its entirety, the caption which was read as <br /> follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, ÞMENDING THE CODE OF ORDINANCES OF SAN <br /> MARCOS, TEXAS, BY ADDING TO ARTICLE II. SERVICE <br /> CHARGES, OF CHAPTER 30, WATER AND SEWERS AND SEWAGE <br /> DISPOSAL; A DIVISION 4, SEWERAGE SYSTEM CAPITAL RE- <br /> COVERY FEE; PROVIDING FOR AN EFFECTIVE DATE; PROVID- <br /> ING A SEVERABILITY CLAUSE; PROVIDING FOR REPEAL OF <br /> CONFLICTING ORDINANCE PROVISIONS; PROVIDING FOR ITS <br /> PUBLICATION; PROVIDING FOR ITS PASSAGE ACCORDING TO <br /> LAW AND DECLARING AN EFFECTIVE DATE. <br /> Mr. Guerra moved for approval of the Ordinance on second reading and <br /> Mr. Kreczmer seconded the motion. The City's bond attorney, Rick <br /> Fisher, suggested amendments to the Ordinance in Sections 30-40 <br /> and 30-50. Mr. Guerra stated he would like to have another engineer- <br /> ing firm review the plans and costs of Freese and Nichols for our <br /> sewer plant. George Human, Vice President of Freese and Nichols, <br /> Austin Branch, responded to questions of Mr. Farr who asked if the <br /> design could be built cheaper to give the City the 500,000 gallon <br /> capacity expansion. Mr. Human said all designs would have to meet <br /> EPA criteria and that the design allowed for growth. Mr. Human said <br /> the largest savings we could realize in not receiving EPA funding <br /> would be in time, in not waiting for the EPA funding year. Lee Head <br /> of Freese and Nichols said in not having EPA funding, we would not <br /> be required to meet the provisions of the Davis-Bacon Act (wage <br /> requirements) and that contractors who bid under EPA contracts <br /> would bid higher prices to meet the EPA requirements. He said the <br /> trickling filter system is the most cost effective design we could <br /> have, and that the design for the new plant and improvements could <br /> be doubled from 6.25 million gallons per day (MGD) to 12.50 MGD. <br /> He said there would be some savings by using some of the existing <br /> facilities. Freese and Nichols has been involved with the design <br /> and construction of 15-20 sewer treatment plants in Texas in the <br /> last few years. Mr. Head said the $919,000 improvements to the <br /> * Jaime Moore was not present at this meeting. <br />
