70 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, NOVEMBER 28, 1983 PRESENT: Mayor Emmie Craddock Council Members Karl W. Brown Gerald G. Chapman City Planner Joe Garza Director of Finance Earl Williams Fire Chief Oscar Carpenter Also Present: Lamar Hankins, Jerri Martin, Mark Hendricks, Gregg Echols, Gayle Ross, Bill Nicola, Alex Tijerina, Bobby Dupree, Augustin Lucio, Gary Anderson, Dan Nelson, Bill Harrison, Rick Fisher, Alphonso Washington, Carl Deal, Gordon Hyatt, Lunelle Anderson, Lee Swift, Shirley Wickersham, Rodney Cobb, Joe Dobie, Jim Byrn, C. W. Whitford and others. Mayor Craddock called the meeting to order at 7:30 p.m. Mayor Craddock introduced for consideration approval of the minutes of the Regular Meeting held November 14, 1983. Ms. Kissler moved to approve the minutes and Mr. Farr seconded the motion, which passed unanimously. Mayor Craddock introduced for consideration approval of an appointment to the Blue Ribbon Committee for the Bond Program. Ms. Lee Hudman will be unable to serve on the Committee. Mr. Farr moved to appoint Marge Leder to the vacancy of Lee Hudman, and Mr. Guerra seconded the motion, which passed unanimously. Mr. Farr moved to adjourn into Executive Session pursuant to Article 6252-17, §2 (g), V.A.C.S., to discuss personnel and Mr. Brown seconded the motion, which passed unanimously (7:33 p.m.). Mr. Guerra moved to convene and Mr. Farr seconded the motion, which passed unanimously (8:12 p.m.). Mayor Craddock introduced for consideration approval to employ a City Attorney. Ms. Kissler moved to appoint Lamar Hankins as City Attorney for the City of San Marcos, and the effective date of employment to be January 9, 1984. Mr. Guerra seconded the motion, which passed unani- mously. Mayor Craddock introduced for consideration approval to set the salary of the City Attorney. Mr. Farr moved to set the salary of Lamar Hankins at $32,000.00 annually and Ms. Kissler seconded the motion, which passed unanimously. The Council directed a Budget Amendment Ordinance be prepared and pre- sented to the Council for approval with funds to come from the Contingency account for the City Attorney's salary. Mayor Craddock opened a public hearing to consider approval of an Ordin- ance on first reading, the caption which was read as follows: * Messrs. Kreczmer and Moore were not present at this meeting.
