<br /> Mayor Craddock called the meeting to order at 8:20 p.m.
<br /> Mayor Craddock introduced for consideration approval of amendments to
<br /> an Ordinance the Council adopted April 9, 1984, the caption which was
<br /> read as follows:
<br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN
<br /> MARCOS, TEXAS, DECLARING A SIXTY-.FIVE (65) DAY BUILD-
<br /> ING MORATORIUM FOR MULTI-FA!vlILY DWELLINGS IN THE PLAN-
<br /> NING UNITS 1, 2, 3, 4, 10 AND 17, DECLARING A SIXTY-
<br /> FIVE (65) DAY GENERAL BUILDING MORATORIUM ON ALL MULTI-
<br /> FAMILY PROJECTS OF TWENTY UNITS OR MORE, LIMITING BUILD-
<br /> ING PERMITS FOR MULTI-FAMILY CONSTRUCTION, DECLARING A
<br /> SIXTY-FIVE (65) DAY BUILDING MORATORIUM ON ALL PARCELS
<br /> OF LAND NOT ZONED IN CONFORMANCE WITH THE CITylS MASTER
<br /> PLAN, PROVIDING FOR THE REVOCATION OF CERTAIN BUILDING
<br /> PERMITS, SUSPENDING THE BUILDING AND SITE DEVELOPMENT
<br /> PERMIT PROCESS, DIRECTING THE CITY MANAGER TO PREPARE A
<br /> REPORT BY JUNE 4, 1984, REGULATING DENSITY OF RESIDENTIAL
<br /> CONSTRUCTION, DECLARING AN EMERGENCY AND PROVIDING FOR AN
<br /> EFFECTIVE DATE.
<br /> Mayor Craddock moved to amend SECTION 1. of the Ordinance to add the
<br /> following underlined language: "That for a period of sixty-five (65)
<br /> days from the effective date hereof no building permits for other than
<br /> single-family detached residential construction be issued in Planning
<br /> Units 1, 2, 3, 4, 10 and 17 as they are designated in the City's Master
<br /> Plan, except that commercial building in Planning Unit 17 shall be
<br /> exempt from the requirements of this Ordinance and any rehabilitation,
<br /> remodeling, or construction buildouts under existing building shells
<br /> shall be permitted in each of the Planning Units designated above."
<br /> Mayor Craddock read SECTION 1. into the record, as amended. Mr. Moore
<br /> seconded the motion, which passed unanimously.
<br /> Mayor Craddock moved to amend SECTION 2. of the Ordinance to add the
<br /> following underlined language, which Mayor Craddock read into the
<br /> record: " No builder, developer, construction company or any
<br /> . . . . similar entity or anyone working in consort with such an entity may re-
<br /> ceive a building permit or permits for more than twenty (20) units of
<br /> multi-family residential construction during this sixty-five (65) day
<br /> moratorium." Mr. Farr seconded the motion, which passed unanimously.
