1 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APRIL 9, 1984 PRESENT: Mayor Emmie Craddock Coun ci 1 Member s Karl W. Brown Gerald G. Mayor Craddock called the meeting to order at 5:30 p.m. Mayor advised the Coun,~i-l \:011.1 d C'3.nvass the ret"l.:rns of the Regular/ Special Election held April 7, 1984. The Council proceeded to canvass the returns and when they were satisfied with the canvassing of the returns, went to the next item on the agenda. Mayor Craddock introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, CANVASSING RETURNS AND DECLARING RE- SULTS OF THE REGULAR AND SPECIAL ELECTION FOR THE PURPOSE OF ELECTING A MAYOR, A COUNCIL MEMBER, PLACE THREE, A COUNCIL MEMBER, PLACE FOUR AND CONSIDERING AMENDMENTS TO THE CHARTER OF SAID CITY HELD ON APRIL 7, 1984; AND DECLARING AN EMERGENCY. The following amendments, as reviewed during the canvassing of the election returns, were read into the record: The fifth paragraph on the first page of the Ordinance, " the following members . . . present: Emmie Craddock, Karl W.
