57 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, MARCH 10, 1986 PRESENT: Mayor Emmie Craddock Council Members Karl W. Brown Bill Coddington Gerald G. Farr * Fred Guerra Betty Jane Kissler William C. Nicola City Manager A. C. Gonzalez City Secretary Janis K. Womack City Attorney Lamar W. Hankins Director of Planning Frank Robbins Director of Env. and Engineering Steve Jenkins Police Chief Myron Galchutt Director of Public Works George Boeker Also Present: Mark Hendricks, Mike Zimmerman, Melissa Millecam, Mike Martin, John Clark, Stanley Hughson, Ollie Giles, Jay Moore, Lisa Dvorak, Larry Dupont, Ben Ford and others. Mayor Craddock called the meeting to order at 7:30 p.m. Mayor Craddock introduced for consideration approval of the minutes of the Regular Meeting held February 24, 1986. Mr. Farr moved to approve the minutes and Mr. Brown seconded the motion, which passed unanimously. Mayor Craddock introduced for consideration approval of the minutes of the Special Meeting held February 25, 1986. Mr. Brown moved for approval of the minutes and Ms. Kissler seconded the motion. Mr. Coddington re- quested the minutes be corrected to reflect Mr. Guerra was present at 5:31 p.m. on the first page of the minutes. The Council voted unanimously for approval of the minutes. Mayor Craddock introduced for consideration approval of the minutes of the Special Meeting held February 26, 1986. Ms. Kissler moved for ap- proval of the minutes and Mr. Nicola seconded the motion, which passed unanimously. !1ayor Craddock introduced for consideration approval of one appointment to the Planning Commission to complete the vacancy of Ron Balderach. Mr. Nicola nominated Randy Rogers and Mr. Coddington nominated Patsy Greiner. On roll call, the following vote was recorded: ROGERS: Brown, Farr, Craddock, Kissler, Nicola. GREINER: Coddington. Mayor Craddock introduced for consideration confirmation of the City Manager's appointment to the Personnel Appeals Board. Mr. Gonzalez reappointed Mary Tijerina and Mr. Farr moved to confirm Mr. Gonzalez' appointment and Mr. Brown seconded the motion, which passed unanimously. Mayor Craddock introduced for consideration approval of the final report of the Charter Review Commission dated Feburary 3, 1986. Ms. Kissler moved for approval and Mayor Craddock seconded the motion, which passed unanimously. Mayor Craddock introduced a public hearing and adoption of a Resolution, the caption which was read as follows: * Mr. Guerra was not present at this meeting, as he was attending the National League of Cities Meeting in Washington, D.C.
