77 ORDINANCE 198;-8 ,,", AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, PROVIDING FOR THE ESTABLISHMENT OF A POLICE RESERVE FORCE; AND DECLARING AN EMERGENCY. WHEREAS, pursuant to Article 998a, V.A.C.S., the City Council of the City of San Marcos, Texas, desires to provide for the establishment of a police reserve force; now, therefore, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS: SECTION l. That the City Council of the City of San Marcos hereby establishes a police reserve force by adding the following sections to Chapter 21 of the Code of Ordinances of said City: Sec. 21-15. Appointment of members. Members of the police reserve force shall be appointed at the discretion of the chief of police and shall serve as peace officers during the actual discharge of official duties. Sec. 21-16. Qualifications and training. Members of the police reserve force shall be qualified and trained to meet standards as prescribed by the Texas Commission of Law Enforcement Officer Standards and Education (TCLEOSE) and outlined in the police procedures manual. Sec. 21-17. Carrying of weapons. No person appointed to the police reserve force may carry a weapon or otherwise act as a peace officer until he has been approved by the City Council. After approval, he may carry a weapon only when authorized by the chief of police, and when discharing official duties as a duly constituted peace officer. Sec. 21-18. Service at discretion of police chief. Members of the police reserve force, after approval by the City Council, serve at the discretion of the chief of police and may be called into service at any time the chief of police considers it necessary to have additional officers to preserve the peace and enforce the law. Sec. 21-19. Compensation, uniforms and equipment. Members of the police reserve forc e shall serve at least 20 hours per month without compensation. If specifically assigned to offical duties, they shall be paid $5.75 per hour for work exceeding 20 hours a month. The City will provide them full uniforms and equipment necessary for them to perform official duties. Sec. 21-20. Powers and duties. Reserve police officers shall act only in a supplementary capacity to the regular police force and shall in no case assume the full-time duties of regular police officers without first complying with all requirements for such regular police officers.
