<br /> 77 <br /> ORDINANCE 198;-8 <br /> ,,", <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE <br /> CITY OF SAN MARCOS, TEXAS, PROVIDING FOR <br /> THE ESTABLISHMENT OF A POLICE RESERVE <br /> FORCE; AND DECLARING AN EMERGENCY. <br /> WHEREAS, pursuant to Article 998a, V.A.C.S., the City <br /> Council of the City of San Marcos, Texas, desires to provide <br /> for the establishment of a police reserve force; now, <br /> therefore, <br /> BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS: <br /> SECTION l. That the City Council of the City of San <br /> Marcos hereby establishes a police reserve force by adding <br /> the following sections to Chapter 21 of the Code of <br /> Ordinances of said City: <br /> Sec. 21-15. Appointment of members. <br /> Members of the police reserve force shall be appointed <br /> at the discretion of the chief of police and shall <br /> serve as peace officers during the actual discharge of <br /> official duties. <br /> Sec. 21-16. Qualifications and training. <br /> Members of the police reserve force shall be qualified <br /> and trained to meet standards as prescribed by the <br /> Texas Commission of Law Enforcement Officer Standards <br /> and Education (TCLEOSE) and outlined in the police <br /> procedures manual. <br /> Sec. 21-17. Carrying of weapons. <br /> No person appointed to the police reserve force may <br /> carry a weapon or otherwise act as a peace officer <br /> until he has been approved by the City Council. After <br /> approval, he may carry a weapon only when authorized by <br /> the chief of police, and when discharing official <br /> duties as a duly constituted peace officer. <br /> Sec. 21-18. Service at discretion of police chief. <br /> Members of the police reserve force, after approval by <br /> the City Council, serve at the discretion of the chief <br /> of police and may be called into service at any time <br /> the chief of police considers it necessary to have <br /> additional officers to preserve the peace and enforce <br /> the law. <br /> Sec. 21-19. Compensation, uniforms and equipment. <br /> Members of the police reserve forc e shall serve at <br /> least 20 hours per month without compensation. If <br /> specifically assigned to offical duties, they shall be <br /> paid $5.75 per hour for work exceeding 20 hours a <br /> month. The City will provide them full uniforms and <br /> equipment necessary for them to perform official <br /> duties. <br /> Sec. 21-20. Powers and duties. <br /> Reserve police officers shall act only in a <br /> supplementary capacity to the regular police force and <br /> shall in no case assume the full-time duties of regular <br /> police officers without first complying with all <br /> requirements for such regular police officers. <br />
