ORDINANCE NO. 2014 - 03 <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF <br />SAN MARCOS, TEXAS AMENDING CHAPTER 2, ARTICLE 3 — <br />BOARDS AND COMMISSIONS, OF THE SAN MARCOS CITY <br />CODE AS FOLLOWS: AMENDING SECTION 2.072 FOR THE <br />PURPOSE OF ALIGNING APPOINTMENTS TO ALL CITY <br />BOARDS AND COMMISSIONS WHOSE MEMBERSHIP IS <br />WHOLLY APPOINTED BY THE CITY COUNCIL TO FEBRUARY <br />OF EACH YEAR WITH TERMS TO COMMENCE MARCH 1 <br />UNLESS OTHERWISE PROVIDED IN THE ORDINANCE, <br />RESOLUTION OR OTHER LAW GOVERNING A BOARD OR <br />COMMISSION; AMENDING SECTION 2.091 TO MAKE THE <br />MEMBERSHIP REQUIREMENTS FOR THE PLANNING AND <br />ZONING COMMISSION CONSISTENT WITH PROPOSOTIONS <br />2, 3 AND 4 APPROVED BY THE VOTERS IN THE NOVEMBER 5, <br />2013 SPECIAL ELECTION AMENDING THE CITY CHARTER; <br />AMENDING SECTIONS 2.211 AND 2.231 TO PROVIDE FOR <br />ELECTION OF OFFICERS AT THE FIRST MEETING <br />FOLLOWING THE ANNUAL APPOINTMENT OF MEMBERS; <br />INCLUDING PROCEDURAL PROVISIONS; AND DECLARING <br />AN EFFECTIVE DATE. <br />RECITALS: <br />1. The City Council provided direction to City staff to align all annual <br />appointments to boards and commissions. <br />2. On November 5, 2013, the voters of the City of San Marcos approved <br />Charter Propostion 2 which amended Section 7.01 of the City Charter (Planning and <br />Zoning Commission) to require the City Council to prescribe, by ordinance, for a broad <br />and diverse membership on the planning and zoning commission with geographical, <br />professional, gender, racial, and viewpoint diversity. <br />3. On November 5, 201.3, the voters of the City of San Marcos approved <br />Charter Propostion 3 which amended Section 7.01 of the City Charter (Planning and <br />Zoning Commission) to eliminate the extraterritorial jurisdiction member position and <br />replace that position with a qualified city resident member effective on March 1, 2015. <br />4. On November 5, 2013, the voters of the City of San Marcos approved <br />Charter Propostion 4 which amended Section 7.01 of the City Charter (Planning and <br />Zoning Commission) to provide that the educational requirements to be met by persons <br />appointed to the planning and zoning commission can be satisfied after appointment. <br />BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS: <br />
