98 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, FEBRUARY 11, 1985 PRESENT: Mayor Emmie Craddock Council Members * Karl W. Brown Bill Coddington Gerald G. Farr Fred Guerra Betty Jane Kissler Jaime Moore City Manager A. C. Gonzalez City Secretary Janis K. Womack City Attorney Lamar W. Hankins Director of Finance Nora Chavez Director of Planning Frank Robbins Director of Public Works George Boeker Director of Env. and Engineering Steve Jenkins Also Present: Joe Pacheco, Ken Kraus, Jim Gandy, Mrs. Musgrave, Robert Fisher, Maria Prieto, Hugh Snelling, Jim Byrn, Ray Longoria, Dan Nelson, Gregg Echols, Jesse Estrada, Clarence Miller, Melissa Millecam and others. Mayor Craddock called the meeting to order at 7:30 p.m. Mayor Craddock introduced for consideration approval of the minutes of the Regular Meeting held January 28, 1985. Ms. Kissler moved to approve the minutes and Mr. Guerra seconded the motion, which passed unanimously. Mayor Craddock introduced for consideration approval of the minutes of the Spec~.al Meeting held February 4, 1985. Mr. Farr moved to approve the minutes and Ms. Kissler seconded the motion. Mr. Moore requested the minutes be, changed to reflect he voted NAY on Page 2 in the next to last paragraph. On roll call the following vote was recorded: AYE: Coddington, Farr, Craddock, Kissler, Moore. NAY: None. ABSTAIN: Guerra. Mayor Craddock introduced for consideration approval of six appoint- ments to the Central Texas Higher Education Authority. Mayor Craddock moved that Patty Sullivan, Kathi Castoldi, John Morrisset, Soila Rod- riguez, Kathy Morris and Jerri Martin all be reappointed and Mr. Farr seconded the motion, which passed unanimously. Mayor Craddock introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING ORDINANCE 1984-86 ADOPTED SEPTEMBER 13, 1984 WHICH SET FORTH AN ITEMIZED ESTIM- ATE OF THE EXPENSE OF CONDUCTING EACH ADMINISTRATIVE UNIT OF THE MUNICIPAL GOVERNMENT OF SAID CITY FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1984 AND ENDING ON SEPTEMBER 30, 1985, AND APPROPRIATED MONEY FOR THE VARIOUS FUNDS AND PURPOSES OF SUCH ESTIMATE; TO RE- VISE SAID ESTIMATES AND TO REAPPROPRIATE SAID FUNDS; ADOPTING SAID REVISIONS AND ESTIMATES AND DECLARING AN EMERGENCY. * Mr. Brown was not present at this meeting.
