Herrera <br /> Director of Parks and Recreation Rodney Cobb <br /> Director of Finance Nora Chavez <br /> Police Chief Myron Galchutt <br /> Director of Env. and Engineering Steve Jenkins <br /> Director of Planning Frank Robbins <br /> Director of Public Works George Boeker <br />Also Present: Betty Stansbury, Nina Pryatel, Jane Woods, Joe Verdoorn, <br />David Young, Gregg Echols, Russell Scott and others. <br />Mayor Craddock called the meeting to order at 7:30 p.m. <br />Mayor Craddock introduced for consideration adoption of an Ordinance <br />on third and final reading, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, APPROVING THE PROJECT PLAN AND FINANC- <br /> ING PLAN OF REINVESTMENT ZONE NUMBER ONE, CITY OF SAN <br /> MARCOS, TEXAS; PROVIDING A SAVINGS CLAUSE; AND DECLAR- <br /> ING AN EFFECTIVE DATE. <br />Mr. Guerra moved for adoption of the Ordinance on third and final <br />reading and Ms. Kissler seconded the motion. Mr. Coddington discussed <br />the need for a 45-day grace period to be included in Section 3, Accrued <br />Interest. After much discussion Mr. Coddington moved to amend Section <br />3, Accrued Interest to add the following language to the first sentence: <br />"The Developer shall be entitled to receive interest on all reimbursable <br />expenditures associated with the Project and approved by the City from <br />the date of expenditure to the date of reimbursement, less a 45-day <br />grace period that begins on the date of billing. . . ." Ms. Kissler <br />seconded the motion, which passed unanimously. Several amendments <br />have been discussed throughout the readings of the Ordinance, but <br />were not made as discussed. Mr. Farr then moved to make the amend- <br />ments as follows: Pages 10 and 11 of the Plan to change the pavement <br />from 36' to 45'; substituting a new Section 7 in Article I, Indemnity; <br />throughout the plan to change the names of the parties to Financial <br />Management Group; substituting a new Section 3, Article II, Accrued <br />Interest, as presented at this meeting (April 29,1985), except for <br />the first amendment cited above; and the inclusion of a Section 3 <br />in Article III, Representations as to the One-Acre Tract of Land <br />as presented at this meeting (April 29, 1985). Mr. Brown seconded <br />Mr. Farr's motion for all these amendments, which passed unanimously. <br />The Council then voted unanimously for adoption of the Ordinance. <br />Mayor Craddock introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br />
