Laurie Anderson <br />Interim City Attorney Andy Quittner <br />Interim City Clerk Shelley Goodwin <br />Police Chief Howard Williams <br />Fire Chief Mike Baker <br />Director of Health Department Mark Brinkley <br />Director of Human Resources Carolyn Liner <br />Director of Finance Rosie Vela <br />Director of Library Stephanie Langenkamp <br />Director of Parks Department Rodney Cobb <br />Director of Planning and Development Carol Barrett <br />Director of Public Works Richard Mendoza <br />Director of SMEU Bob Higgs <br />Director of Water /Wastewater Tom Taggart <br />Also Present: Bucky Couch, Kim Moore, James Fryer, Tommy Norris, David <br />McMilliam, Frank Arrendondo, Sabas Avila, William Ford,Kyle Dicke, Steve <br />Parker, Stephanie Garcia, Rebecca Britain, Melissa Millecam, and others. <br />Mayor Narvaiz called the meeting to order at 6:00 p.m. <br />Mayor Narvaiz introduced a public hearing on proposed FY2007 -2008 Budget, <br />including all funds in the following categories: (1) General Fund; (2) <br />Debt Service Fund; (3) Hotel Occupancy Tax Fund; (4) Municipal Court <br />Technology Fund; (5) Municipal Court Security Fee Fund; (6) Seized Assets <br />Fund; (7) Community Development Block Grant Program Fund; (8) W.I.C. <br />Program Fund; (9) Cemetery Operations Fund; (10) Cemetery Perpetual Care <br />Fund; (11) Water /Wastewater Utility Fund; (12) Drainage Utility Fund; (13) <br />Electric Utility Fund; (14) Municipal Airport Fund; and (15) Waste <br />Collection Utility Fund. Mayor Narvaiz opened the public hearing and asked <br />if anyone wished to speak. 1) Jake Smiley stated he wished to speak <br />regarding the Skate Park. He stated the Skate Park is filling up daily and <br />needs to be expanded. He stated this is a growing sport. 2) Amy Kirwin <br />
