<br /> l28 <br /> <:¡j <br /> ORDINANCE NO. 1983-7 <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY <br /> OF SAN MARCOS, TEXAS, ORDERING AN ELECTION TO <br /> BE HELD IN THE CITY OF SAN MARCOS ON APRIL 2, <br /> 1983, FOR THE PURPOSE OF ELECTING A COUNCIL <br /> MEMBER, PLACE ONE AND COUNCIL MEMBER, PLACE <br /> AND FOR THE PURPOSE OF APPROVING OR REJECTING <br /> A RESOLUTION MANDATING THAT THE CITY COUNCIL <br /> TAKE ACTION IN SUPPORT OF THE PROPOSAL FOR A <br /> BILATERAL NUCLEAR WEAPONS FREEZE; MAKING PROVI- <br /> SIONS FOR THE CONDUCT OF THE ELECTION AND OTHER <br /> PROVISIONS INCIDENT AND RELATED TO THE PURPOSES <br /> OF THIS ORDINANCE AND DECLARING AN EFFECTIVE <br /> DATE. <br /> BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS: <br /> SECTION l. That, in accordance with the provisions of Articles <br /> III and V of the Charter of the City of San Marcos and the laws of <br /> the State of Texas, so far as same may be applicable, a regular city <br /> election shall be held and the same is ordered and directed to be <br /> held, at the various polling places and election precincts in the <br /> City of San Marcos, Texas, as hereinafter designated on the 2nd day <br /> of April, 1983, from the hours of 7:00 a.m. to 7:00 p.m. at which <br /> election there shall be elected by the qualified voters of the City <br /> of San Marcos from the City at large, a Council Member for Place <br /> One and a Council Member for Place Two, for terms of three years, <br /> and at which election there shall be approved or rejected a resolu- <br /> tion mandating that the City Council take action in support of the <br /> proposal for a bilateral nuclear weapons freeze. <br /> SECTION 2. That the proposition for the purpose of approving <br /> or rejecting the resolution mandating that the City Council take <br /> action in support of the proposal for a bilateral nuclear weapons <br /> freeze shall be set forth on the ballot as follows so as to permit <br /> the electors to vote "FOR" or "AGAINST" the proposition: <br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> SAN MARCOS: <br /> That, in order to enhance our security as citizens <br /> of this city, the Mayor and City Council shall: <br /> 1) Call upon the President of the United States to <br /> propose to the Soviet Union that together, and <br /> at the same time, both the U.S.A. and the U.S.S.R. <br /> freeze the arms race. Specifically, both the <br /> U.S.A. and the U.S.S.R. should immediately adopt <br /> a halt to all further testing, production and <br /> deployment of nuclear warheads, missiles and <br /> delivery systems; and, <br /> 2) Call upon the President and the Congress to return <br /> the funds saved to civilian use. <br /> SECTION 3. That the election precincts for said election shall <br /> be, in all respects, the same precincts as those Hays County Election <br /> Precincts which are within the corporate limits of the City of San <br /> l-1arcos. <br /> SECTION 4. That the polling places and presiding and alternate <br /> judges for said election shall be as follows: <br />
