Mayor Morris and Mr. <br />Guerra moved to reappoint Bob Shearer, Kennard Moss and John <br />Anderson and Mr. Guerra moved to appoint Frank Wawak. A question <br />was raised at the January 6, 1989 Workshop whether or not there <br />would be a conflict of interest of a board member and an employee <br />of a corporation having a franchise with the City of San Marcos. <br />Mr. Hankins advised the Council to refer the matter to the Ethics <br />Review Commission for a determination so as not to place our <br />franchise agreement at risk if a determination is made that there <br />is a conflict. Mr. Guerra withdrew his nomination of Mr. Wawak <br />for a determination to be made by the Ethics Review Commission <br />and requested the appointment be placed on the January 23, 1989 <br />agenda. The Council voted unanimously for the reappointments of <br />Bob Shearer, Kennard Moss and John Anderson. <br /> <br />Mayor Morris introduced for consideration approval of five <br />appointments to the Fair Housing Commission. In 1985 the Sunset <br />Commission recommended the Fair Housing Commission function be <br />included as a function of the Minorities Commission. The current <br />Sunset Commission will be providing a report to the City Council <br />in March, and the City Council would like to delay a decision <br />regarding the Fair Housing Commission for awhile. <br /> <br />Mayor Morris introduced for consideration approval of four <br />appointments to the Parks and Recreation Advisory Board. Mayor <br />Morris moved to reappoint Frank Gonzales and Bobby Warren and to <br />appoint Bob Stevenson and Mr. Moore moved to appoint Maurice "Mo" <br />Johnson, which passed unanimously. <br /> <br />Mayor Morris introduced for consideration approval of four <br />appointments to the Senior Citizens Advisory Board. Mayor Morris <br />moved to reappoint Katherine Hardeman, Mr. Hernandez moved to <br />appoint Mrs. Petra (Joe) Nicola, and Mr. Plummer moved to appoint <br />Robert Parks, which passed unanimously. The fourth appointment <br />will be scheduled for the January 23, 1989 meeting. <br /> <br />Mayor Morris introduced for consideration approval of an <br />appointment to the Central Texas Higher Education Authority to <br />complete a vacancy. Mayor Morris moved to appoint Noble Haden <br />and Mr. Hernandez seconded the motion, which passed unanimously. <br />
