11 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, JANUARY 9, 1989 PRESENT: Mayor Kathy M. Morris Mayor Pro-Tern Council Members Fred Guerra Billy G. Hankins George Boeker Jack Doughty Myron Galchutt Steve Jenkins Ramona Brown Also Present: Patty Wenk, Jerry Romero, Jenny Kyle, Larry Brinkmeyer, Gus Contreras, Melissa Millecam, John Wade, Janace Wade, Austin Curlee, Richard Dotson, Dan Gibson, Bill Stout, Jon Cradit, Jim Gandy, Jane Hughson, Lisa Cradit, Larry Dupont, Fred Saffer, John Davidson and others. Mayor Morris called the meeting to order at 7:30 p.m. Mayor Morris introduced for consideration approval of four appointments to the Airport Commission. Mayor Morris and Mr. Guerra moved to reappoint Bob Shearer, Kennard Moss and John Anderson and Mr. Guerra moved to appoint Frank Wawak. A question was raised at the January 6, 1989 Workshop whether or not there would be a conflict of interest of a board member and an employee of a corporation having a franchise with the City of San Marcos. Mr. Hankins advised the Council to refer the matter to the Ethics Review Commission for a determination so as not to place our franchise agreement at risk if a determination is made that there is a conflict. Mr. Guerra withdrew his nomination of Mr. Wawak for a determination to be made by the Ethics Review Commission and requested the appointment be placed on the January 23, 1989 agenda. The Council voted unanimously for the reappointments of Bob Shearer, Kennard Moss and John Anderson. Mayor Morris introduced for consideration approval of five appointments to the Fair Housing Commission. In 1985 the Sunset Commission recommended the Fair Housing Commission function be included as a function of the Minorities Commission. The current Sunset Commission will be providing a report to the City Council in March, and the City Council would like to delay a decision regarding the Fair Housing Commission for awhile. Mayor Morris introduced for consideration approval of four appointments to the Parks and Recreation Advisory Board. Mayor Morris moved to reappoint Frank Gonzales and Bobby Warren and to appoint Bob Stevenson and Mr. Moore moved to appoint Maurice "Mo" Johnson, which passed unanimously. Mayor Morris introduced for consideration approval of four appointments to the Senior Citizens Advisory Board. Mayor Morris moved to reappoint Katherine Hardeman, Mr. Hernandez moved to appoint Mrs. Petra (Joe) Nicola, and Mr. Plummer moved to appoint Robert Parks, which passed unanimously. The fourth appointment will be scheduled for the January 23, 1989 meeting. Mayor Morris introduced for consideration approval of an appointment to the Central Texas Higher Education Authority to complete a vacancy. Mayor Morris moved to appoint Noble Haden and Mr. Hernandez seconded the motion, which passed unanimously.
