(Buz) Patrick, Lupe Carbajahl, Harry Bishop and <br />others. <br /> <br />Mayor Morris called the meeting to order at 7:30 p.m. <br /> <br />Mayor Morris introduced for consideration approval of seven <br />appointments to the Central Texas Higher Education Authority. <br />Mr. Brown moved to reappoint Berry James, Augustin Lucio, Jeff <br />Barton and David Allison. Mayor Morris moved to appoint Larry <br />Dupont. Mr. Moore moved to appoint Vicky Carrothers. The <br />Council voted unanimously for approval of the reappointment of <br />Messrs. James, Lucio, Barton and Allison and for the appointment <br />of Mr. Dupont and Ms. Carrothers. The remaining appointment will <br />be scheduled for the February 27, 1989 meeting. <br /> <br />Mayor Morris introduced for consideration approval of two <br />appointments to the Plumbing Board of Adjustments and Appeals. <br />Mayor Morris moved to reappoint C. E. Rusty O'Bryant from the <br />building industry and Paul Baur, master plumber, and Mr. <br />Hernandez seconded the motion, which passed unanimously. <br /> <br />Mayor Morris introduced for consideration approval of one <br />appointment to the Cemetery Commission to complete a vacancy. <br />nominations were received, and this appointment will be <br />rescheduled for the February 27, 1989 meeting. <br /> <br />No <br /> <br />Mayor Morris introduced for consideration approval of an <br />appointment to the Ethics Review Commission to complete a <br />vacancy. Mr. Hernandez moved to appoint Lorenzo Rodriguez and <br />Mayor Morris seconded the motion, which passed unanimously. <br /> <br />Mayor Morris introduced for consideration adoption of an <br />Ordinance on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, ORDERING A JOINT GENERAL ELECTION BY SAID CITY AND <br />THE SAN MARCOS CONSOLIDATED INDEPENDENT SCHOOL DISTRICT TO <br />BE HELD IN THE CITY OF SAN MARCOS, TEXAS ON MAY 6, 1989, FOR <br />THE PURPOSE OF ELECTING A CITY COUNCIL MEMBER, PLACE ONE, <br />AND A CITY COUNCIL MEMBER, PLACE TWO, AND TO BE HELD WITHIN <br />THE BOUNDARIES OF SAID SCHOOL DISTRICT FOR THE PURPOSE OF <br />ELECTING A SCHOOL DISTRICT BOARD OF TRUSTEES MEMBER, PLACE <br />THREE, AND A SCHOOL DISTRICT BOARD OF TRUSTEES MEMBER, PLACE <br />FOUR; ESTABLISHING THE RATE OF COMPENSATION TO BE PAID <br />JUDGES, CLERKS AND ASSISTANTS TO THE TABULATION SUPERVISOR <br />FOR SERVICES RENDERED DURING SAID ELECTION; MAKING <br />PROVISIONS FOR THE CONDUCT OF THE ELECTION AND OTHER <br />PROVISIONS INCIDENT TO THE PURPOSES OF THIS ORDINANCE; AND <br />DECLARING AN EMERGENCY. <br /> <br />* Messrs. Guerra and Hankins were not present at this meeting. <br />
