Hageman, and <br />others. <br /> <br />Mayor Morris called the meeting to order at 7:35 p.m. <br /> <br />Mayor Morris introduced for consideration approval of appointment to <br />the Zoning Commission. Mr. Plummer moved to appoint Bill Cunningham <br />and Mr. Hernandez seconded the motion which passed unanimously. <br /> <br />Mayor Morris introduced for consideration approval of appointment to <br />Mayor's Conservation Committee. Mayor Morris moved to appoint Duane <br />Tegrotenhuis and Mr. Moore seconded the motion which passed unanimously. <br /> <br />Mayor Morris introduced a public hearing to receive public input to assist <br />the City Council in formulating a Policy Statement to be used by the <br />City Manager as direction during the preparation of the budget for Fiscal <br />Year 1989-1990. Mayor Morris declared the public hearing open. Mr. <br />George VonderLippe approached the podium. He stated his concerns were <br />that the Master Plan be updated and completed. He offered two suggestions <br />regarding the Master Plan update: 1) for the City Council to appro- <br />priate funds for the update by hiring a consultant to implement the up- <br />date, and 2) for the City Council to get a Planning Director to oversee <br />the in-house operations. Mr. VonderLippe urged the Council consider the <br />upkeep of streets and offered two suggestions: 1) for the Council to <br />appropriate funds for in-house street upkeep and 2) for the Council to <br />consider a street bondpr~osal. Mr. VonderLippe urged the Council con- <br />sider entering into a cooperative agreement with Edwards Underground <br />Water District to purchase water from Canyon Lake. Mr. VonderLippe <br />urged the Council to look into solid waste disposal, by having the <br />City look into initiating a recycling program and to build up funds for <br />the future for long term solid waste. There was no one else to <br />present their input for the Council.
