1 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, MARCH 7, 1988 PRESENT: Mayor J. E. Younger Mayor Pro-Tern Council Members Gerald G. Farr Karl W. Brown Fred Guerra Rick Iiernandez Betty Jane Kissler William C. Nicola City Manager City Secretary City Attorney Assistant City Manager Police Chief Director of Env. and Engineering Airport Director A. C. Gonzalez Janis K. Womack Lamar W. Hankins Larry W. Gilley Myron Galchutt Steve Jenkins Jack Doughty Also Present: Patty Wenk, Dan Corbett, Melissa Millecam, Carlos Tijerina, Bill Coddington, Mrs. J. E. Younger, Bill Higgs, Judy Mitchell, Roger Fernandez, Michael Fernandez, Bill Plummer, Kelly Bowen, Cathy Morris, Dan Gibson, Kelly Kilber, Wayne Moore and others. Mayor Younger called the meeting to order at 7:30 p.m. Mayor Younger introduced for consideration approval of the minutes of the Regular Meeting held February 22, 1988. Mr. Brown moved for approval of the minutes and Mr. Guerra seconded the motion. On roll call the following vote was recorded: AYE: Brown, Guerra, Younger, Hernandez, Kissler. NAY: None. ABSTAIN: Farr, Nicola. Mayor Younger introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, M1ENDING THAT ELECTION ORDINANCE CAL- LING FOR A SPECIAL AND A JOINT GENERAL ELECTION BY SAID CITY AND THE SAN MARCOS CONSOLIDATED INDEPEND- ENT SCHOOL DISTRICT TO BE HELD IN THE CITY OF SAN MARCOS, TEXAS ON MAY 7, 1988, WHICH WAS APPROVED ON EMERGENCY BY THE CITY COUNCIL AT ITS REGULAR MEETING ON FEBRUARY 8, 1988, AND WAS AMENDED ON EMERGENCY BY THE CITY COUNCIL AT ITS MEETING OF FEBRUARY 10, 1988, TO CORRECT A TYPOGRAPHICAL ERROR IN PROPOSITION NO.4 AND DECLARING AN EMERGENCY. Mr. Guerra moved for adoption of the Ordinance on emergency and Mr. Brown seconded the motion, which passed unanimously. Mayor Younger introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTION 29-144 OF THE SAN MARCOS CODE OF ORDINANCES RELATING TO LOADING ZONES, CREATING A LOADING ZONE ON LINDSEY STREET AND ESTABLISH- ING AN EFFECTIVE DATE.
