The Council canvassed the returns <br />of the Central Counting Station. <br /> <br />Mayor Younger introduced for consideration ad~ption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, CANVASSING RETURNS AND DECLARING RE- <br />SULTS OF THE SPECIAL AND GENERAL ELECTION HELD ON <br />MAY 7, 1988 FOR THE PURPOSE OF ELECTING A MAYOR, A <br />CITY COUNCIL M~lBER, PLACE FIVE, AND A CITY COUNCIL <br />MEMBER, PLACE SIX, SUBMITTING TO THE VOTERS VARIOUS <br />PROPOSITIONS, INCLUDING PROPOSED AMENDMENTS TO THE <br />CHARTER, SINGLE-MEMBER DISTRICTING PROPOSITIONS, <br />METHOD OF SELECTION OF THE MUNICIPAL COURT JUDGE, <br />A STREET ASSESSMENT PROGRAM AND CITY COUNCIL APPROVAL <br />OF SUBDIVISION PLATS AFTER THEIR APPROVAL BY THE PLAN- <br />NING COMMISSION, AND DECLARING AN EMERGENCY. <br /> <br />Mr. Farr moved for adoption of the Ordinance on emergency and Ms. <br />Kissler seconded the motion. The City Secretary read into the record: <br />"parkland Restriction removal" needed to be deleted from the preamble, <br />Mr. Hankins stated the names of the Council present needed to be in- <br />serted in the fifth paragraph on the first page of the Ordinance: <br />"J. E. Younger, Karl W. Brown, Fred Guerra, Rick Hernandez, Betty <br />Jane Kissler, Gerald G. Farr and William C. Nicola"; the City Secre- <br />tary read into the record the following information to complete the <br />blanks in Section 3.A. Mayor "Kathy M. Morris", B.
