56 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, JANUARY 26, 1987 PRESENT: Mayor J. E. Younger Mayor Pro-Tern Council Members Betty Jane Kissler Karl W. Brown Bill Coddington Gerald G. Farr Fred Guerra William C. Nicola City Manager A. C. Gonzalez City Secretary Janis K. Womack City Attorney Lamar W. hankins Police Chief Myron Galchutt Director of Planning Frank Robbins Director of Public Works George Boeker Director of Parks and Recreation Rodney Cobb Acting Director of Finance Donna Farley Director of Env. and Engineering Steve Jenkins Also Present: Mrs. Stanley Ault, Rowe Ray, Melissa Millecam, Mrs. Braden, Patsy Greiner, Larry Dupont, Jim Pendergast, Dan Smith, Henry Krause, Roy Peyton, John Wade, Judy Mitchell, Augustin Lucio, Robert Wynn and others. Mayor Younger called the meeting to order at 7:30 p.m. Mayor Younger introduced for consideration approval of the minutes of the Regular Meeting held January 12, 1987. Mr. Brown moved for approval of the minutes and Ms. Kissler seconded the motion. The Council directed the minutes be corrected in the fourth line at the top of Page 2 to reflect Mr. Guerra seconded Mayor Younger's motion. On roll call the following vote was recorded: AYE: Brown, Farr, Younger, Guerra, Kissler, Nicola. NAY: None. ABSTAIN: Coddington. Mayor Younger introduced for consideration approval of the minutes of the Special Meeting held January 19, 1987. Mr. Farr moved for approval and Ms. Kissler seconded the motion, which passed unanimously. Mayor Younger introduced for consideration approval of appointments to the Senior Citizens Advisory Board. Mr. Farr moved to appoint Mary Collier and Ms. Kissler seconded the motion, which passed unanimously. The Council directed information be forwarded to Weldon Polzin who is interested in serving on this Board. Two more appointments will be scheduled for the next Regular Meeting. Mayor Younger introduced for consideration appointments to the Emergency Medical Service (EMS) Committee. Mr. Farr moved to appoint Donna Swinney and Peggy Bias and Ms. Kissler seconded the motion, which passed unanimously. It was noted by the Council that Donna Swinney also serves on the Library Board, but since the EMS Committee is set up as a te~porary Board, the Council saw no conflict in her serving on EI'iS also. Mayor Younger introduced for consideration approval of appointments to the historic Preservation Commission. Mr. Nicola moved to appoint Ronald Jager as the appointment from the San Antonio Street Historic District to complete the vacancy of Joan Terry and to appoint Michael Ousey as the appointment from the Downtown Historic District to complete the vacancy of Laura Ramsay and Mr. Guerra seconded the motion, which passed unanimously.
