Womack <br />Lamar W. fiankins <br />Frank Robbins <br />George Boeker <br /> <br />Also Present: Mark Hendricks, Jeff Lewis, Melissa Millecam, Judy <br />Mitchell, Patsy Greiner, Dan Smith, Jorge Rodriguez, Jeff Kester, <br />Jody Richardson, Nina Pryatel, David Vanhuizen, Ray Rowe, Ben Ford <br />and others. <br /> <br />Mayor Younger called the meeting to order at 6:00 p.m. <br /> <br />Mayor Younger introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING ChAPTER 20 ENTITLED PLUMBING <br />AND GAS OF THE SAN MARCOS CODE OF ORDINANCES BY REPEAL- <br />ING ARTICLE II AND ADOPTING NEW ARTICLE II INCLUDING <br />THE 1985 STANDARD PLUMBING CODE AND M1ENDMENTS TO IT <br />AND DECLARING AN EFFECTIVE DATE. <br /> <br />Ms. Kissler moved for approval of the Ordinance on first reading and <br />Mr. Guerra seconded the motion, which passed unanimously. <br /> <br />Mayor Younger introduced for consideration approval of an Ordinance <br />on second reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />1-'~RCOS, TEXAS, GRNATING THE CONSENT OF THE CITY OF <br />SAN MARCOS TO THE CREATION OF A MUNICIPAL UTILITY <br />DISTRICT: LOWMAN RANCH MUNICIPAL UTILITY DISTRICT <br />SUBJECT TO VARIOUS TEP~S AND CONDITIONS SET FORTH <br />IN A SEPARATE AGREEMENT REGARDING THE DEVELOPMENT <br />OF SAID DISTRICT WHICH IS MADE A PART OF THIS ORDIN- <br />ANCE, AUTHORIZING THE MAYOR TO EXECUTE SAID AGREEMENT, <br />AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Farr moved for approval of the Ordinance on second reading and <br />Ms. Kissler seconded the motion. The Council and representatives of <br />the Lowman Ranch MUD reviewed issues that had not been resolved, <br />which the City Attorney addressed in a memorandum to the Council <br />dated January 30, 1987, a copy of which is attached to these minutes. <br />Jeff Lewis does not agree to the MUD complying with any amendments <br />the City has in addition to the Southern Standard Codes but does <br />agree to comply with the Southern Standard Codes. Mr. Guerra asked <br />if the City's amendments drastically increase the cost of housing, <br />and Mr. Lewis said he feels there is too much potential for a cost <br />increase with the amendments. Mr. hankins reviewed with the Council <br /> <br />* Mr. Brown was not present at this meeting. <br />** Mr. Guerra left the meeting at 7:00 p.m. <br />
