1 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, FEBRUARY 2, 1987 PRESENT: Mayor J. E. Younger Mayor Pro-Tern Council Members Betty Jane Kissler * Karl W. Womack Lamar W. fiankins Frank Robbins George Boeker Also Present: Mark Hendricks, Jeff Lewis, Melissa Millecam, Judy Mitchell, Patsy Greiner, Dan Smith, Jorge Rodriguez, Jeff Kester, Jody Richardson, Nina Pryatel, David Vanhuizen, Ray Rowe, Ben Ford and others. Mayor Younger called the meeting to order at 6:00 p.m. Mayor Younger introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING ChAPTER 20 ENTITLED PLUMBING AND GAS OF THE SAN MARCOS CODE OF ORDINANCES BY REPEAL- ING ARTICLE II AND ADOPTING NEW ARTICLE II INCLUDING THE 1985 STANDARD PLUMBING CODE AND M1ENDMENTS TO IT AND DECLARING AN EFFECTIVE DATE. Ms. Kissler moved for approval of the Ordinance on first reading and Mr. Guerra seconded the motion, which passed unanimously. Mayor Younger introduced for consideration approval of an Ordinance on second reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN 1-'~RCOS, TEXAS, GRNATING THE CONSENT OF THE CITY OF SAN MARCOS TO THE CREATION OF A MUNICIPAL UTILITY DISTRICT: LOWMAN RANCH MUNICIPAL UTILITY DISTRICT SUBJECT TO VARIOUS TEP~S AND CONDITIONS SET FORTH IN A SEPARATE AGREEMENT REGARDING THE DEVELOPMENT OF SAID DISTRICT WHICH IS MADE A PART OF THIS ORDIN- ANCE, AUTHORIZING THE MAYOR TO EXECUTE SAID AGREEMENT, AND DECLARING AN EFFECTIVE DATE. Mr. Farr moved for approval of the Ordinance on second reading and Ms. Kissler seconded the motion. The Council and representatives of the Lowman Ranch MUD reviewed issues that had not been resolved, which the City Attorney addressed in a memorandum to the Council dated January 30, 1987, a copy of which is attached to these minutes. Jeff Lewis does not agree to the MUD complying with any amendments the City has in addition to the Southern Standard Codes but does agree to comply with the Southern Standard Codes. Mr. Guerra asked if the City's amendments drastically increase the cost of housing, and Mr. Lewis said he feels there is too much potential for a cost increase with the amendments. Mr. hankins reviewed with the Council * Mr. Brown was not present at this meeting. ** Mr. Guerra left the meeting at 7:00 p.m.
