124 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, MAY 4, 1987 PRESENT: Mayor Mayor Pro-Tern Council Members J. E. Younger Gerald G. Farr Karl W. Mrs. Younger, Robert Wynne, Dan Gibson, Dan Smith and Mayor Younger called the meeting to order at 5:30 p.m, Mayor Younger introduced for consideration a Public Hearing and adoption of Zoning Ordinance, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MAR- COS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE WHICH REGULATES AND RESTRICTS THE LOCATION AND USE OF BUILDINGS, STRUCTURES AND LAND, DATED JUNE 13, 1984 (VOL. 66) BY ZONING LOT 1, SB & K JOINT VENTURE SUBDIVISION AS RECORDED IN VOLUME 4, PAGE 138 OF THE HAYS COUNTY PLAT RECORDS: LOCATED ON THE SOUTH SIDE OF UHLAND ROAD FROM "MF-3" (MULTI-FAMILY DISTRICT-HIGH DENSITY) TO "LI" (LIGHT INDUS- TRIAL DISTRICT); AND DECLARING AN EFFECTIVE DATE. Mayor Younger declared the public hearing open. There was no one present to speak for or in opposition of the Ordinance. Mayor Younger declared the public hearing closed, Mr. Farr moved to adopt the Ordinance and Ms. Kissler seconded the motion. Mr. Brown asked why this project was singled out for a special meeting. Mayor Younger replied that Mr. Kraus was working with Fortune 500 Company that was ready to come into the property. It was moved up due to time restraints regarding the contract. Mr. Brown further stated it was his understanding that this project was not an emergency. Mr. Guerra stated his concern regarding the critera used in determing urgency for particular items. Mr. Farr suggested that the Council consider policy guidelines to assist them in granting special requests. Ms. Kissler moved to table this item until the May 11,1987 Council Meeting and Mr. Brown seconded the motion. On roll call the following vote was recorded: AYE Brown, Guerra, Hernandez, Kissler, Nicola NAY Farr, Younger ABSTAIN None Mayor Younger introduced for consideration a Public Hearing and adoption of Resolution, the caption which was read as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MAR- COS, TEXAS, AMENDING THE FUTURE LAND USE PLAN (MAP) OF THE MASTER PLAN OF SAID CITY, OF LOT 1, SB & K JOINT VEN- TURE SUBDIVISION, HAYS COUNTY, TEXAS, LOCATED ON THE SOUTH SIDE OF UHLAND ROAD FROM HIGH DENSITY RESIDENTIAL TO IN- DUSTRIAL DISTRICT; AND DECLARING AN EFFECTIVE DATE. * ** Mr. Guerra present at 5:32 p.m. Mr. Hernandez present at 5:40 p.m,
