<br />62 <br /> <br />MINUTES OF THE REGULAR MEETING OF THE <br />CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, JUNE 8,1987 <br /> <br />PRESENT: <br /> <br />Mayor <br /> <br />J. E. Younger <br /> <br />Mayor Pro-Tern <br />Council Members <br /> <br />* Gerald G. Farr <br />* Karl W. Brown <br />Fred Guerra <br />Rick Hernandez <br />Betty Jane Kissler <br />* William C. Nicola <br /> <br />City Manager A. C. Gonzalez <br />City Secretary Janis K. Womack <br />City Attorney Lamar W. Hankins <br />Director of Env. and Engineering Steve Jenkins <br />Police Chief Myron Galchutt <br />Director of Planning Frank Robbins <br />Director of Public Works George Boeker <br />Also Present: Mike Smith, Mark Hendricks, Sarah Bailey, Melissa <br />Millecam, Dan Smith, John McCrocklin, Martha Latta, Lynde Krueger <br />and others. <br /> <br />Mayor Younger called the meeting to order at 7:30 p.m. <br /> <br />Mayor Younger introduced for consideration approval of the minutes of <br />the Regular Meeting held May 27,1987. Mr. Guerra moved to approve <br />the minutes and Ms. Kissler seconded the motion. There was not a <br />quorum of members to approve the minutes of the May 27 meeting, as <br />Mayor Younger was not present at that meeting. The Council requested <br />these minutes be rescheduled for approval at the June 22, 1987 Regular <br />Meeting of the Council. <br /> <br />Mayor Younger introduced for consideration approval of the minutes of <br />the Special Meeting held June 1, 1987. Mr. Hernandez moved for approval <br />and Ms. Kissler seconded the motion, which passed unanimously. <br /> <br />It was consensus of Council to pass the Board appointments to the <br />Cemetery Commission, Commission for Minorities, Ethics Review Commis- <br />sion, Commission for Women, Storm Drainage Advisory Board and Plumbing <br />Board of Adjustments and Appeals to the June 22 Meeting, as there were <br />three Council Members absent from this meeting. <br /> <br />Mayor Younger introduced for consideration approval of appointments to <br />the Social Service Agency Board. Each Council Member was to appoint <br />one Member to this Board. The following nominations were made: Mark <br />Kilner (Guerra), Cathy Lewellin for reappointment (Farr), Mary Helen <br />Moore (Hernandez), Jane Rice for reappointment (Brown) and Gloria Pimen- <br />tel for reappointment (Kissler). Mr. Guerra moved to approve the nomi- <br />nations submitted and Ms. Kissler seconded the motion, which passed <br />unanimously. Mayor Younger and Mr. Nicola's appointments will be <br />scheduled for the June 22 meeting. <br /> <br />Mayor Younger introduced a public hearing regarding the City's proposed <br />application for funds under the Federal Land and Water Conservation Fund <br />administered by the Texas Parks and Wildlife Department. The applica- <br />tion is to seek funds for the purchase and placement of playground <br />equipment in Veterans Memorial Park, Swift Memorial Park, Victory <br />Gardens Park and Castle Forest Park in a $25,000 matching grant. Mayor <br />Younger opened the public hearing and asked if anyone wished to speak <br />in favor or in opposition to the application. Mike Smith expressed <br />concern for the location of playground equipment in the Castle Forest <br />Park, which is in the floodplain, as it may create excess water in an <br />area where drainage is already a problem. No one else wished to speak <br />for or against the application, so Mayor Younger closed the public hearing. <br />Mr. Robbins stated the City would not proceed with any development that <br />would create excess water. <br /> <br />* Messrs. Farr, Brown and Nicola were not present at this meeting. <br />
