62 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, JUNE 8,1987 PRESENT: Mayor J. E. Younger Mayor Pro-Tern Council Members * Gerald G. Farr * Karl W. Hankins Director of Env. and Engineering Steve Jenkins Police Chief Myron Galchutt Director of Planning Frank Robbins Director of Public Works George Boeker Also Present: Mike Smith, Mark Hendricks, Sarah Bailey, Melissa Millecam, Dan Smith, John McCrocklin, Martha Latta, Lynde Krueger and others. Mayor Younger called the meeting to order at 7:30 p.m. Mayor Younger introduced for consideration approval of the minutes of the Regular Meeting held May 27,1987. Mr. Guerra moved to approve the minutes and Ms. Kissler seconded the motion. There was not a quorum of members to approve the minutes of the May 27 meeting, as Mayor Younger was not present at that meeting. The Council requested these minutes be rescheduled for approval at the June 22, 1987 Regular Meeting of the Council. Mayor Younger introduced for consideration approval of the minutes of the Special Meeting held June 1, 1987. Mr. Hernandez moved for approval and Ms. Kissler seconded the motion, which passed unanimously. It was consensus of Council to pass the Board appointments to the Cemetery Commission, Commission for Minorities, Ethics Review Commis- sion, Commission for Women, Storm Drainage Advisory Board and Plumbing Board of Adjustments and Appeals to the June 22 Meeting, as there were three Council Members absent from this meeting. Mayor Younger introduced for consideration approval of appointments to the Social Service Agency Board. Each Council Member was to appoint one Member to this Board. The following nominations were made: Mark Kilner (Guerra), Cathy Lewellin for reappointment (Farr), Mary Helen Moore (Hernandez), Jane Rice for reappointment (Brown) and Gloria Pimen- tel for reappointment (Kissler). Mr. Guerra moved to approve the nomi- nations submitted and Ms. Kissler seconded the motion, which passed unanimously. Mayor Younger and Mr. Nicola's appointments will be scheduled for the June 22 meeting. Mayor Younger introduced a public hearing regarding the City's proposed application for funds under the Federal Land and Water Conservation Fund administered by the Texas Parks and Wildlife Department. The applica- tion is to seek funds for the purchase and placement of playground equipment in Veterans Memorial Park, Swift Memorial Park, Victory Gardens Park and Castle Forest Park in a $25,000 matching grant. Mayor Younger opened the public hearing and asked if anyone wished to speak in favor or in opposition to the application. Mike Smith expressed concern for the location of playground equipment in the Castle Forest Park, which is in the floodplain, as it may create excess water in an area where drainage is already a problem. No one else wished to speak for or against the application, so Mayor Younger closed the public hearing. Mr. Robbins stated the City would not proceed with any development that would create excess water. * Messrs. Farr, Brown and Nicola were not present at this meeting.
