42 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, FEBRUARY 23, 1987 PRESENT: Mayor J. E. Younger Mayor Pro-Tern Council Members Betty Jane Kissler Karl W. Brown Bill Coddington Gerald G. Farr Fred Guerra William C. Nicola City Manager City Secretary City Attorney Assistant City Manager Director of Planning Director of Env. and Engineering Director of Parks and Recreation A. C. Gonzalez Janis K. Womack Lamar W. Hankins Larry Gilley Frank Robbins Steve Jenkins Rodney Cobb Also Present: Mark Hendricks, Melissa Millecam, Jim Gandy, Jorge Rod- riguez Frank Rich, Jr., Dan Smith / Jeff Kester, : John ¡'Vade, Aart Millecam, Ralph Ramlrez and others. Mayor Younger called the meeting to order at 7:30 p.m. Mayor Younger introduced for consideration approval of the minutes of the Regular Meeting held February 9, 1987. Mr. Brown moved for approval of the minutes and Ms. Kissler seconded the motion. Mr. Nicola request- ed an addition to the minutes on Page 9 in the third paragraph regarding Karnack Cable TV: Mr. Smith is to provide Council with area rates, local station services and the net increase cost to customers. On roll call the following vote was recorded: AYE: Brown, Coddington, Younger, Guerra, Kissler, Nicola. NAY: None. ABSTAIN: Farr. Mayor Younger introduced for consideration approval of appointments to the Citizens Storm Drainage Advisory Board. Ms. Kissler made an appoint- ment at larger Suzanne Rubio (Burleson Street). Mayor Younger and Mr. Coddington are scheduled to make their appointments at the next Regular Meeting of the Council. Mayor Younger introduced for consideration a public hearing and approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE GENERAL ZONING ORDINANCE OF THE CITY OF SAN MARCOS CODE OF ORDINANCES BY RE- PEALING SECTIONS l2(D) (6) (c) AND 14(D) (6) (c) AND BY REFORMATTING SECTION> 19 (D) (1), 20 (D) (1), 21(D) (1), 22(D) (1), AND 23(D) (2), AND DECLARING AN EFFECTIVE DATE. Mayor Younger opened the public hearing and asked if anyone wished to speak in favor or in opposition to the amendment. No one did, so Mayor Younger closed the public hearing. Mr. Brown moved for approval of the Ordinance on first reading and Ms. Kissler seconded the motion, which passed unanimously.
