Phillips, Mike Martin, Kim Bradley, John Diaz, <br />Johnny James, Albert Sierra, Bob Ronson, Melissa Millecam and <br />others. <br /> <br />Mayor Morris called the meeting to order at 7:30 p.m. <br /> <br />Mayor Morris introduced for consideration approval of an appointment <br />to the Main Street Advisory Board. There were no nominations, and <br />the Council directed Ruben Ybarra with the Hispanic Chamber of <br />Commerce be contacted to provide a name for consideration. <br /> <br />Mayor Morris introduced for consideration a report from the Mayor's <br />Commission on Youth. The Commission provided a written report, <br />which was reviewed by Sandi Neese. A copy of the report is attached <br />with the recommendations of the Commission. The Council provided <br />direction to Staff to forward the report to the County, School <br />District and SWTSU, to bring a draft curfew Ordinance to the <br />Council, and to consider some of the recommendations during the <br />budget process. It was the determination of the Council for the <br />Commission to continue their work. The Council thanked the <br />Commission for their fine report. <br /> <br />Mayor Morris introduced the review of bids for the $1,050,000 Water <br />Works and Sewer System Revenue Bonds, New Series 1992 and $2,895,000 <br />General Obligation Bonds, Series 1992. Monty Nitchalous of First <br />Southwest Company advised the Council the City received an "A" <br />rating from Moody's and an "A-" rating from Standard and Poor's. <br />The City received seven bids for the Water Works and Sewer System <br />Revenue Bonds and nine bids for the General Obligation Bonds. All <br />bids were opened and read aloud by Mr. Nitchalous. Mr. Nitchalous <br />and Mr. Rick Fisher left the Council Chambers to thoroughly review <br />the bids to determine the low bidders. <br /> <br />Mayor Morris introduced for consideration Item 6.C., adoption of an <br />Ordinance on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1991-1992 <br />FISCAL YEAR TO PROVIDE FUNDING FOR CITY COMPLIANCE WITH <br />AMERICANS WITH DISABILITIES ACT REQUIREMENTS; AND DECLARING AN <br />EMERGENCY. <br /> <br /> <br />* Mr. Moore was not present at this meeting. <br />
