G. <br />Phillips, Bill Kuhn, Ruben Garza and others. <br /> <br />Mayor Pro-Tem Kissler called the meeting to order at 7:30 p.m. <br /> <br />Ms. Kissler introduced for consideration approval of an appointment <br />to the Zoning Board of Adjustments and Appeals. Mr. Hernandez moved <br />to appoint Richard Garza, which passed unanimously. <br /> <br />Ms. Kissler introduced for consideration approval of an appointment <br />to complete a vacancy on the Central Texas Higher Education <br />Authority. Mr. Plummer moved to appoint Al Lowman, which passed <br />unanimously. <br /> <br />Ms. Kissler introduced receiving the report of the Sunset Advisory <br />Commission and direction to Staff with regard to the recommendations <br />contained in the report. Beth Morrissett, Chair of the Commission, <br />was present to answer questions of the Council, which written report <br />was provided to the Council in their packets. Mr. Guerra stated <br />he would like new board members to have an orientation. Mr. Hart <br />stated he would like attendance at meetings tracked and reported to <br />the Council. The Council discussed periodic workshops being held <br />for new members of boards. Mr. Hart wanted to know if the Human <br />Services Advisory Board's process is going smoothly, because they <br />were concerned with the Council's action on their recommendation in <br />last year's process. Ms. Kissler stated she was in favor of SWT <br />interns being used to gather information for a board brochure. Mr. <br />Moore stated he would like some funding to be considered within the <br />next couple years to assist such Boards as the Commission for Women <br />and Commission for Minorities. Mr. Gilley stated possibly some <br />small contingency fund could be established which all Boards could <br />apply for funding. Mr. Gilley stated a plan for implementation of <br />the Council's direction could be presented to the Council in 60-90 <br />days. The Council directed Mr. Taylor prepare for the Council's <br />consideration the dissolution of the San Marcos Industrial <br />Development Corporation. <br /> <br />Ms. Kissler introduced setting the formal public hearing date on the <br />1992-1993 Budget (proposed date August 10, 1992) and direction for <br />the City Secretary to publish notice and the budget summaries. Mr. <br />Hernandez moved to set the formal public hearing date for Monday, <br />August 10, 1992 and for the City Secretary to publish the budget <br />summaries and Mr. Moore seconded the motion, which passed <br />unanimously. <br /> <br />* Mayor Morris not present at this meeting. <br />** Mr. Guerra left the meeting at 9:05 p.m. <br />
