120 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, JULY 27, 1992 PRESENT: Mayor * Kathy M. Morris Mayor Pro-Tem Betty Jane Kissler Council Members Billy G. G. Phillips, Bill Kuhn, Ruben Garza and others. Mayor Pro-Tem Kissler called the meeting to order at 7:30 p.m. Ms. Kissler introduced for consideration approval of an appointment to the Zoning Board of Adjustments and Appeals. Mr. Hernandez moved to appoint Richard Garza, which passed unanimously. Ms. Kissler introduced for consideration approval of an appointment to complete a vacancy on the Central Texas Higher Education Authority. Mr. Plummer moved to appoint Al Lowman, which passed unanimously. Ms. Kissler introduced receiving the report of the Sunset Advisory Commission and direction to Staff with regard to the recommendations contained in the report. Beth Morrissett, Chair of the Commission, was present to answer questions of the Council, which written report was provided to the Council in their packets. Mr. Guerra stated he would like new board members to have an orientation. Mr. Hart stated he would like attendance at meetings tracked and reported to the Council. The Council discussed periodic workshops being held for new members of boards. Mr. Hart wanted to know if the Human Services Advisory Board's process is going smoothly, because they were concerned with the Council's action on their recommendation in last year's process. Ms. Kissler stated she was in favor of SWT interns being used to gather information for a board brochure. Mr. Moore stated he would like some funding to be considered within the next couple years to assist such Boards as the Commission for Women and Commission for Minorities. Mr. Gilley stated possibly some small contingency fund could be established which all Boards could apply for funding. Mr. Gilley stated a plan for implementation of the Council's direction could be presented to the Council in 60-90 days. The Council directed Mr. Taylor prepare for the Council's consideration the dissolution of the San Marcos Industrial Development Corporation. Ms. Kissler introduced setting the formal public hearing date on the 1992-1993 Budget (proposed date August 10, 1992) and direction for the City Secretary to publish notice and the budget summaries. Mr. Hernandez moved to set the formal public hearing date for Monday, August 10, 1992 and for the City Secretary to publish the budget summaries and Mr. Moore seconded the motion, which passed unanimously. * Mayor Morris not present at this meeting. ** Mr. Guerra left the meeting at 9:05 p.m.
