1 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, SEPTEMBER 8, 1992 PRESENT: Mayor Kathy M. Morris Mayor Pro-Tem Betty Jane Kissler Council Members Billy G. Phillips, Kim Bradley and others. Mayor Morris called the meeting to order at 7:30 P.M. Mayor Morris introduced for consideration, adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, SETTING THE TAX RATE FOR THE 1992 TAX YEAR; LEVYING TAXES FOR THE USE AND SUPPORT OF THE MUNICIPAL GOVERNMENT OF THE CITY FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1992, AND ENDING SEPTEMBER 30, 1993, PROVIDING A SINKING FUND FOR THE RETIREMENT OF THE BONDED DEBT OF THE CITY, AND DECLARING AN EMERGENCY. Ms. Kissler moved for adoption of the Ordinance on emergency and Mr. Moore seconded the motion. Mr. Moore asked Mr. Taylor if money from within the departments could be transferred without budget amendments on emergency. Mr. Taylor stated transfers within the department are approved by the City Manager. However, transfers from Operating to CIP's and transfers from one department to another cannot be done without a budget adjustment. Mr. Gilley stated this helps maintain a fund balance at acceptable levels. The Council voted unanimously for adoption of the Ordinance on emergency. Mayor Morris introduced for consideration, adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ADOPTING A BUDGET FOR THE FISCAL YEAR BEGINNING ON OCTOBER 1, 1992, AND ENDING ON SEPTEMBER 30, 1993, REPEALING ALL ORDINANCES IN CONFLICT WITH THIS ORDINANCE; AUTHORIZING TRANSFERS OF FUNDS WITHIN DEPARTMENTS WITH THE APPROVAL OF THE CITY MANAGER, AND DECLARING AN EMERGENCY. * Fred Guerra present at 7:45 P.M. ** Janis K.
