Phillips, Kim <br /> Bradley and others. <br /> Mayor Morris called the meeting to order at 7:30 P.M. <br /> Mayor Morris introduced for consideration, adoption of an <br /> Ordinance on emergency, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, SETTING THE TAX RATE FOR THE 1992 TAX YEAR; <br /> LEVYING TAXES FOR THE USE AND SUPPORT OF THE MUNICIPAL <br /> GOVERNMENT OF THE CITY FOR THE FISCAL YEAR BEGINNING <br /> OCTOBER 1, 1992, AND ENDING SEPTEMBER 30, 1993, PROVIDING <br /> A SINKING FUND FOR THE RETIREMENT OF THE BONDED DEBT OF <br /> THE CITY, AND DECLARING AN EMERGENCY. <br /> Ms. Kissler moved for adoption of the Ordinance on emergency <br /> and Mr. Moore seconded the motion. Mr. Moore asked Mr. Taylor <br /> if money from within the departments could be transferred <br /> without budget amendments on emergency. Mr. Taylor stated <br /> transfers within the department are approved by the City <br /> Manager. However, transfers from Operating to CIP's and <br /> transfers from one department to another cannot be done without <br /> a budget adjustment. Mr. Gilley stated this helps maintain a <br /> fund balance at acceptable levels. The Council voted <br /> unanimously for adoption of the Ordinance on emergency. <br /> Mayor Morris introduced for consideration, adoption of an <br /> Ordinance on emergency, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, ADOPTING A BUDGET FOR THE FISCAL YEAR <br /> BEGINNING ON OCTOBER 1, 1992, AND ENDING ON SEPTEMBER 30, <br /> 1993, REPEALING ALL ORDINANCES IN CONFLICT WITH THIS <br /> ORDINANCE; AUTHORIZING TRANSFERS OF FUNDS WITHIN <br /> DEPARTMENTS WITH THE APPROVAL OF THE CITY MANAGER, AND <br /> DECLARING AN EMERGENCY. <br /> * Fred Guerra present at 7:45 P.M. <br /> ** Janis K.
