Cheryl Pantermuehl, Dan Wegmiller, <br />Jorge Rodriguez, Katherine Cannon, Roxanne McKimmey and others. <br /> <br />Mayor Morris called the meeting to order at 7:30 p.m. <br /> <br />Mayor Morris introduced the ten-minute Citizen comment period. <br />Roxanne McKimmey stated she is in favor of the proposed Ordinance <br />regarding off-street parking that will be discussed during this <br />I meeting. She stated she did not want citizens to be allowed to park <br />in their yards. She stated she would support such an Ordinance. <br /> <br />Mayor Morris introduced for consideration approval of three <br />appointments to the Commission for Minorities. No names were <br />submitted and this will be rescheduled or discussed later in the <br />agenda regarding the combining of certain Commissions in the Sunset <br />Advisory Commission Report recommendations. <br /> <br />Mayor Morris introduced for consideration approval of one <br />appointment to the Commission for Women. Susan Hanson, appointed at <br />the last meeting, will not be able to serve and another appointment <br />is needed. No names were submitted. This will be rescheduled or <br />discussed later in the agenda regarding the combining of certain <br />Commissions in the Sunset Advisory Commission Report <br />, recommendations. <br /> <br />Mayor Morris introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING ORDINANCE 1994-42 TO REVISE SEWER SURCHARGE <br />RATES; INCLUDING PROCEDURAL PROVISIONS; PROVIDING FOR PENALTIES <br />AND DECLARING AN EMERGENCY. <br /> <br />I Mr. Moore moved for adoption of the Ordinance on emergency and Mr. <br />Cox seconded the motion. Mayor Morris asked why Staff was <br />recommending this proposal of the four scenarios given to the <br />Council. Mr. Gilley stated this wa3 one of the two proposals the <br />Council showed an interest in and is not necessarily a Staff <br />rûcommendation. The second option is also given and the impact is <br />given for each method. Mr. Boeker advised the second round of <br />sampling will be completed in August. Mr. Hernandez stated there <br />has been some fluctuation between samplings and asked how a <br />determination would be made as to wh~t the proper amount should be. <br />Mr. Boeker stated if there was a significant increase, they would <br />probably be retested and we may not have the results back. Ray <br />Dinges advised the Council most restaurants, nursing homes and <br />schools who experienced high COD charges have stopped use of garbage <br />disposals. The Council expressed they were not interested in <br />
