Morris <br /> <br />Mayor Pro-Tem Fred Guerra <br />Council Members Billy G. Moore <br />Robert Mooney <br />Ronald K. Hart <br />Joe B. Cox, Jr. <br />Rick Hernandez <br /> <br />City Manager Larry Gilley <br />Assistant City Manager Laura Huffman <br />city Secretary Janis K. Womack <br />city Attorney Mark Taylor <br />Municipal Court Judge Ross Allegro <br />Director of Finance Bill White <br />Director of Planning and Dev. Ron Patterson <br />Police Chief Larry Kendrick <br />Director of Human Resources Carolyn Liner <br />Director of Public Works George Boeker <br />Fire Chief Dan O'Leary <br />Director of MIS Ramona Brown <br /> <br />Also Present: Tom Wassenich, Dianne Wassenich, Scott Maier, Harvey <br />Jarvis, Collette Duran, Roxanne McKimmey, Joe Castillo, Phil <br />Neighbor, Gwen smith, Nina Pryatel, Mike Beaty, Eddy Etheredge, <br />Ollie Giles, John Diaz, George VonderLippe, Bob Ronson, Jan Hardin, <br />Zeke McCormack and others. <br /> <br />Mayor Morris called the meeting to order at 7:30 p.m. <br /> <br />Mayor Morris introduced the ten-minute citizen comment period with <br />the City Council. Jack Fairchild, President of the River <br />Foundation, provided a handout and orally presented information <br />regarding the application for a wastewater permit process. Dianne <br />Wassenich did not speak although she signed up to speak. <br /> <br />Mayor Morris introduced for consideration approval of one <br />appointment to complete a vacancy on the Parks and Recreation <br />Advisory Board. Mr. Moore moved to appoint Daniel Wegner, which <br />passed unanimously. <br /> <br />Mayor Morris introduced for consideration approval of one <br />appointment to the Sunset Advisory Board. Mr. Guerra moved to <br />appoint Mark Bruce, which passed unanimously. <br /> <br />Mayor Morris introduced for consideration approval of three <br />appointments to the Housing Authority Board. Mr. Moore moved to <br />reappoint John P. Rodriguez, reappoint Seth Worley and reappoint <br />Rose Brooks, which passed unanimously. <br /> <br />Mayor Morris introduced a public hearing regarding the 1994-1995 <br />Budget. (1) John Navarette of the San Marcos Chamber of Commerce <br />stated they want the same funding as last year. (2) Fred Markham, <br />Chair of the San Marcos Economic Development Council, stated they <br />are requesting the same funding as last year. He is in hopes of <br />funding for the El Mercado Project, and stated there are many new <br />prospects and expansions of businesses to be considered this year. <br />(3) Chuck Taylor, a Board Member of the Hispanic Chamber of <br />Commerce, stated he supports the Chamber and EDC be funded. (4) <br />Dianne Wassenich stated she is happy the city is known for its <br />outlet mall and what businesses we are attracting to the area. She <br />is supportive of EDC. Mrs. Wassenich asked many questions regarding <br />expenses in the budget, to which the City Council and City Manager <br />replied. She stated the retainer coverage is lower, and Mr. Gilley <br />stated it is a scheduled draw down. She stated the Electric Fund is <br />rising, and Mayor Morris stated the SMEU Board and City Council are <br />increasing the fund balances to take care of expenses for future <br />replacements. She asked many questions regarding the <br />water/Wastewater Budget. She indicated she thought $3,000,000 in <br />Special Services seemed like a lot. She asked what was the Indirect <br />
