Bill Davis of Black and Veatch provided <br />the Council with a handout regarding a brief description of the <br />plans for the Master Plan. He stated the scope of the Master Plan <br />includes the collection system, liquid trea~ment facilities, <br />biosolids stabilization and disposal and a rate study. He also <br />reviewed the probable costs included in implementing a 20/20, <br />10/15/3, 5/5/2/1/ and land application plans. An implementation <br />schedule will be prepared by October, 1994. A public meeting will <br />be held with Black and Veatch on Wednesday, June 29 at 7:30 p.m. at <br />city Hall to review plans and answer questions. <br />Mayor Morris introduced the ten-minute citizen comment period. <br />Dianne Wassenich provided a report on the river, complaining of poor <br />water quality and the loss of clarity, and algae growth. She stated <br />the point sources of pollution are from discharges from San Marcos <br />and Camp Gary treatment plants and from the State Fish Hatchery. She <br />expressed her willingness to provide information to the Council and <br />Staff regarding what the River Foundation has determined we need. <br />Caroline Lee who resides on Valley Street wants the Zoning Ordinance <br />on this agenda reconsidered. She wants to protect her children and <br />the environment where they live and wants the Council to give the <br />same consideration to Valley Street residents as were given MLK <br />residents. She prefers affordable housing be built on Valley Street <br />and is in favor of the project, but not in this location. Ollie <br />Giles expressed support of the empowerment center for all children. <br />She stated they would know where their children are studying and <br />wants their children to be there. Deborah Webster lives at 720 <br />Valley across from the proposed location. She stated the <br />empowerment center would assist people with the skills to be able to <br />pass a GED test, to learn computer and other job skills. She is in <br />support of the center. <br />* Messrs. Guerra and Hernandez were not present at this meeting. <br />
