Ron Patterson <br /> Fire Chief Dan O'Leary <br /> Director of Library Stephanie Langenkamp <br /> Director of Human Resources Carolyn Liner <br />Also Present: Zeke McCormack, Scott Maiers, Jane Hughson, Dolores <br />crittendon, Albert Armstead, Johnnie Armstead, Collete Davis, <br />Melissa Millecam, Ollie Giles, Jim Byrn, Joe castillo, Alphonso <br />Washington, Kyev Tatum, Rose Brooks, Nell Burleson, Jeff Kester, Tom <br />Wassenich, Dianne wassenich, Phil Neighbors, Kelly Franks and <br />others. <br />Mr. Guerra called the meeting to order at 7:30 p.m. <br />Mr. Guerra introduced the ten-minute citizen comment period with the <br />City Council. (1) Dianne Wassenich of the River Foundation stated <br />she would be providing information at several Council meetings to <br />let everyone know what they do. They are protesting the city's <br />wastewater permit. She brought a visual aid to the meeting, a <br />bucket of water from the river in front of her house and was <br />concerned about the alarming condition. She stated the River <br />Foundation was founded in 1985 and they have a $90,000 endowment <br />fund in which they only spend the interest earned. (2) Jack <br />Fairchild, President of the River Foundation, stated they have <br />provided pertinent information to the Staff and Council. He stated <br />the depth of the river has changed and the TNRCC stream model <br />10-15-3 criteria is the most that can be satisfied. The cost to <br />upgrade to 5-5-2 would only be 10 or 15%. He stated the River <br />Foundation has much information they can share with the Council. <br />(3) Kyev Tatum stated he supports Item 8 on the agenda regarding <br />the amendment to the Ethics Ordinance. Presently the Ordinance <br />limits who can participate on boards and do business with the City, <br />and this amendment would allow more to be able to participate and is <br />in the best interest of the citizens. (4) Jane Hughson stated the <br />Planning Commission, zoning Commission, Zoning Board of Adjustments <br />and Appeals and the city Council needed more restrictions than other <br />boards regarding the Ethics Ordinance. (5) Caroline Lee stated she <br />is opposed to the Valley Street rezoning on this agenda, as the use <br />would cause more noise, crime, the property value would decline, and <br />there would be more vandelism. She stated a petition was filed with <br />the city by 17.3% of the abutting property owners who stated their <br />opposition to this zoning request. (6) Lou Fitzgerald and Mike <br />Fitzgerald live on Jackman and want residential homes to be built in <br />their quiet neighborhood. <br />Mr. Guerra introduced for consideration a public hearing and <br />approval of the City Council Budget Policy Statement to be used by <br />the city Manager as direction during the preparation of the <br />FY1994-1995 budget. Mr. Guerra opened the public hearing. Mr. <br />Gilley read the Policy Statement into the record, and copies were <br />provided.
