Ron Patterson <br /> Director of Public Works George Boeker <br /> Director of Health Terry Ewald <br /> Fire Chief Dan O'Leary <br />Also Present: Bill Haney, Joe castillo, Jane Hughson, Richard <br />Medina, Nina Pryatel, Collette Duran, Bob Martenis, Rose Brooks, <br />Dorothy crittendon, Baltimar Selvera, Willie Higgs, Melissa <br />Millecam, Mary Cauble, Roxanne McKimmey, Kelly Franks, Chris Perez, <br />Ruben Garza, Ollie Giles, Melvia Randle and others. <br />Mayor Morris called the meeting to order at 7:30 p.m. <br />Mayor Morris introduced the ten-minute comment period with the city <br />Council. (1) Baltimar Selvera advised the Council he has a 10" <br />water main through his property, and the City wants him to provide <br />an easement. It is his opinion the City should move this either to <br />the side or in front of his property. Mr. GIlley is of the opinion <br />he should pay for the move. Mr. Taylor advised the city has <br />acquired the easement through ascription. Staff is to work this <br />matter out and bring information to the next meeting. (2) Willie <br />Higgs advised the Council of a sewer backup which caused him to have <br />an inconsistent sampling. (3) Bill Haney stated regarding the sewer <br />surcharge, residents are contributing contaminants. He stated those <br />who have conserved are receiving higher rates. He does not feel we <br />have yet established equality. (4) Kenneth Manning stated he does <br />not know why he is included in the surcharge. He stated nothing <br />goes through his lines. He is concerned with the method of sampling <br />and how it is taken. He stated all are not included on the list, <br />and for equality should be. (5) Paul Terry expressed concern why we <br />need to have the surcharge ordinance on emergency, and was advised <br />so testing can begin. He stated the SWT dorms should be included in <br />the surcharge as residential customers. (6) Mr. and Mrs. Lorenzo <br />Martinez stated all tenants in his building are connected to the <br />same water line. <br />Mayor Morris introduced for consideration approval of an appointment <br />to the Convention and Visitors Bureau. Mr. Moore moved to appoint <br />Ronald K. Hart to serve in Bill Plummer, Mayor Pro-Tem's stead, and <br />Mr. Guerra seconded the motion, which passed unanimously. <br />Mayor Morris introduced for consideration approval of one <br />appointment of a Master Electrician to the San Marcos Electrical <br />Board. No names were presented for consideration, and this matter <br />will be rescheduled. <br />Mayor Morris introduced for consideration approval of one <br />appointment to the Central Texas Higher Education Authority. Mr. <br />Guerra moved to appoint Virginia Mendez and Mr. Mooney seconded the <br />motion, which passed unanimously. <br />
