Dr. Jack Fairchild, San Marcos River <br />Foundation, stated in 1992 they requested the City Council <br />upgrade the Wastewater Treatment Plant. They felt it was <br />necessary due to the 240% increase of pollutants discharged into <br />the San Marcos River during a five year period, causing <br />wastewater bills to increase over 34%. He stated the San Marcos <br />Wastewater Program was the least restrictive in the Central Texas <br />Area. They believe increase in population and development will <br />make matters worse over the next five years. He stated the <br />citizens voted for a wastewater treatment plant upgrade by 2-lin <br />favor in a 1990 bond issue. They would like to urge the City to <br />upgrade the wastewater treatment plant immediately. The <br />Foundation voted to protest the granting of a 20-20 permit and <br />seek a 5-5-2-1 permit from the Texas Natural Resources <br />Conservation Commission. He stated the Foundation would withdraw <br />their protest if the City would begin a 5-5-2-1 plant. Mayor <br />Morris stated some of the facts presented were questionable and <br />she would extend to them more comprehensive information. <br />: Additionally, the City had sold $600,000 in bonds to do a <br />comprehensive wastewater treatment plant study. Mayor Morris <br />stated this was an ongoing study and probably would be completed <br />in 10-12 months. She stated the Foundation had two choices; to <br />partner with the City in trust and good faith to see what the <br />study results were or to protest the City.
