John Pfeffer stated he <br />supported Mr. Ginsburg and appreciated what he was doing. Mr. Pfeffer stated he felt he <br />was very qualified to answer any questions the Council might have regarding marijuana. <br />Mr. Pfeffer stated the petition brought to the Council was not designed for teenagers or <br />college students to go around smoking marijuana without the police having to arrest them. <br />Mr. Pfeffer stated this petition was for the Council to give their approval to benefit the group <br />who come down with cancer. Mr. Pfeffer stated he would like to inform the Council the <br />Justice Department placed on the table on national tv they are interested in conducting <br />an ongoing study of marijuana. Mr. Pfeffer suggested the Council approach the Justice <br />Department in seeking funds from them for the purposes of conducting a marijuana study <br />by the use of facilities in Austin, Texas that do conduct studies for medical purposes. Mr. <br />Peter Hernandez stated he opposed the petition of therapeutic use on marijuana and <br />hopes that the Council not vote to have it on the ballot for the citizens to vote on. Mr. <br />Hernandez stated although the therapeutic use of marijuana brings comfort to those that <br />need it, he stated as citizens we must obey the laws of the land as referred to in Article <br />1, Section 8 paragraph 18 of the Constitution. Mr. John Holtermann stated he opposed <br />marijuana on a local level. Mr. Holtermann stated he felt it should come from the national <br />level to make it right. Ms. Nina Wright stated she was not in favor of any kind of <br />legalization of marijuana. Ms. Wright stated one thing in the proposed ordinance she <br />supported was distribution of marijuana education to doctors. Ms. Wright stated that would <br />be one good thing the Council could do. Ms. Linda Porter stated she was speaking on <br />behalf of the San Marcos Drug Free Business Initiative, which took the place of Partnership <br />for Drug Free San Marcos. Ms. Porter informed the Council the active ingredient in <br />Marijuana THC has been researched through the FDA for medical purposes and it is <br />available in a capsule form with the physician's prescription for nausea for cancer, <br />chemotherapy, and aids wasting syndrome. Ms. Porter stated these are the only medical
